The bi-national Lesotho Highlands Water Project (LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual advantage of Lesotho and the Republic of South Africa.

The LHDA Board is currently looking for suitably qualified individuals to serve in the below mentioned Sub-Committees, for an initial period of three years to assist the LHDA Board in overseeing the governance of the LHDA.

Membership may be extended for a further term.

Vacancy: HUMAN RESOURCES SUB-COMMITTEE MEMBER (3 YEAR CONTRACT PERIOD)

Purpose:

To advise the LHDA Board and Corporate Services Division on appropriate strategies and decisions to ensure optimal performance in meeting LHDA’s Treaty obligations of the Project relating to delivery of water, generation of hydro-power and discharge social, environmental and public health responsibilities in an efficient, sustainable and cost effective manner.

Qualifications:

Degree in any Social Sciences/Public Administration/Human Resources Management, plus a post-graduate qualification in Business Management or Administration or Labour Law.    

Experience:   Ten (10) years’ experience working in human resources environment and/or at senior management level in a similar corporate environment.   

Essential Requirements for the Post:   Knowledge of Human Resources practices and labour relations.

Excellent communication and report writing skills.

Knowledge of project management.

Possess good analytical skills and management qualities.

Exposure to the LHWP or any similar sized development project.

Previous committee membership experience will be an added advantage.

The applicant should be committed to serve for the contract period and have sufficient time available to thoroughly prepare for meetings as well as attend monthly, and will also be required to devote at least 3 hours per month for LHDA activities, excluding travel time.

Major Tasks & Performance Requirements

Reviews and provides advice regarding the development of Human Resources strategies and practices aligned to the LHWP.

Protects the LHWP stakeholders and ensures that all activities are in keeping with the Treaty.

Oversees the Human Resources Management at LHDA and studies and investigates any matters of interest and concern deemed appropriate and relevant.

Evaluates on a regular basis the performance of the LHDA in light of the approved goals and objectives.

Reviews, adopts, amends or takes action with regard to LHDA policies, with specific references to the Human Resources Management.

Ensures adherence to Human Resources policies, procedures and systems and recommends revisions to such as appropriate.

Attends periodic Sub-Committee meetings in Maseru during business hours.

Undertakes ad hoc assignments as requested by the committee and/or the Board.

Attends to any other matter of interest within the context of the Treaty and the Law.

The applicant should be committed to serve for the contract period and have sufficient time available to thoroughly prepare for meetings as well as attend programmed meeting.

Upon engagement, the preferred candidates shall sign a performance agreement of the Sub-Committee Members and a Code of Conduct.

Remuneration:  

Remuneration of members of the Sub-Committee will be market related and shall cover preparation and attendance of Sub-Committee meetings, Sub-Committee work and ad hoc work such as special delegated tasks or investigations.  Members of the Sub-Committee will be fully reimbursed for authorized expenditure incurred in the performance of their duties. Typical expenses include travel, accommodation, secretarial and courier services.
