The Lesotho National Development Corporation (LNDC) was established by an Act of Parliament as a parastatal. The LNDC Act No. 20 of 1967, as amended by LNDC Act No. 13 of 1990 and LNDC Act No. 7 of 2000, mandates the Corporation to: “initiate, promote and facilitate the development of manufacturing and processing industries, mining and commerce in a manner calculated to raise the level of income and employment in Lesotho.  The LNDC invites applications from suitably qualified and experienced candidates for the position of Human Resource Officer (Paterson Grade C5).

PURPOSE

To partner with management on strategic priorities including talent management, employee engagement, organizational effectiveness and change management. To advise and coach employees on driving the Lesotho National Development Corporation (LNDC) values and culture.

MAIN OUTPUTS AND RESPONSIBILITIES:

  1. Stakeholder Relations
  • Communicate with all relevant departments on issues of the area of specialisation.
  • Communicate with internal and/or external stakeholders, where required, to achieve work objectives and to maintain relationships.
  • Provide advice and support to managers and employees on employment practices, employment contracts, and employee benefits, to drive overall business performance.  
  1. Business Partnering
  • Proactively partner with business to identify and prepare workforce impact and HR problem resolution. 
  • Design and deliver high impact solutions that meet the needs of the LNDC. 
  • Attend to queries on performance appraisals, to support management in submitting queries to the Appeals Committee.   
  • Research and understand new ways of working to support future world of work thinking, understand people levers and impact on profitability and creation of shared value.
  1. Talent Management  
  • Drive consistency of approach across the LNDC in attracting, managing, and developing talent to support current and future needs.
  • Implement Talent Management programs through the identification of strategic and critical roles each year, as well as the talent and succession pools. 
  • Review and/or formulate new job descriptions and their grading across the LNDC, in collaboration with business, to support structural LNDC needs.  
  • Upload and post adverts as developed by the relevant divisions to support the hiring needs of the business. 
  • Conduct interviews in consultation with relevant business units to pose relevant questions which will enable the relevant areas to prepare a shortlist. 
  • Provide input into the preparation of the material and the coordination of the induction programme. 
  • Conduct training according to the developed training plan and calendar by the Human Resources & Administration Manager, meeting the upskilling needs of the LNDC.
  1. Staff Wellness and Events Coordination
  • Work closely with the Human Resources (HR) team/ colleagues to ensure that tools and policies are aligned, enhance employee engagement, and ultimately improve performance.
  • Organise staff functions, and wellness campaigns, per the needs of the business, including farewells and Christmas parties. 
  • Work with LNDC business unit staff and review the submitted motivation for an event. 
  • Supervise staff wellness and wellbeing of the LNDC, through ensuring the office is habitable, and refreshments are available. 
  • Identify suitable service providers for LNDC outsourced services, to support the insurance coverage of moveable assets, medical aid covered staff, and easy access for staff to funding. 
  • heck whether new LNDC staff have joined the company medical aid, and ensure all staff use medical allowance, where required.  
  • Initiate the acquiring, and manage the provision of, protective and corporate clothing to support a safe work environment, and an enhanced image of the LNDC
  • Monitor contracts for relevant service providers, informing the procurement department when the contracts expire and motivate for the sourcing of the recommended replacement provider. 
  • Present motivations to the Tender Committee for approval. Once approved, issue letters of appointments, support contract drafting, orientate new service providers, and continually monitor personnel being placed into LNDC e.g., cleaning staff.
  • Liaise with external partners, such as insurance vendors, checking for legal compliance of relevant contracts.
  • Track the budget within own area of responsibility, including budgeting for staff costs, LNDC functions, and wellness campaigns. 
  1. Capacity Building and Change Management
  • Coach and build the capability of managers to anticipate and pre-empt organisational issues.
  • Understand the need for change, collaborating to interpret the diagnosis of underlying issues and support the Senior Human Resources Business Partner to build the case for change with stakeholders. 
  • Provide input into the development of frameworks to plan and manage the continuous process of change including dependencies, risk, potential scenarios and options to mitigate.
  1. Registry, Switchboard and Reception Management
  • Supervise the management of the Registry function and take responsibility for the distribution of information into the LNDC. 
  • Responsible for the management of the switchboard and receptions areas, ensuring visitors are guided, and incoming and outgoing communication flow is enabled.

QUALIFICATION AND EXPERIENCE REQUIRED

• Bachelor Degree in Human Resources Management or other relevant Human Resources Degree 

• 3 – 5 years in a similar role
