The Office of the Auditor-General (OAG) is an independent Supreme Audit Institution in Lesotho. It is responsible for promoting accountability, transparency, and value for money in the use of public funds by providing quality audit services to improve the economic, efficient, and effective service delivery to the citizens of Lesotho. OAG achieves this through audits, and reports on the Government of Lesotho’s Consolidated Fund and Public Stores, to provide an overall opinion on the accounts.

JOB TITLE: HUMAN RESOURCES MANAGER

JOB SUMMARY

Under the direct supervision of the Director Human Resources, the Human Resource Manager is responsible for the provision of human resource services to line management and to provide a framework for maintaining good relationships between management and employees.

JOB RESPONSIBILITIES

  1. Assists the Director Human Resources in development of HR strategy and HR plan.
  2. Analyses and drafts the job profiles.
  3. Participates in employee recruitment and selection processes including contract management for assigned grades of jobs.
  4. Prepares materials for employee orientation and induction and facilitates aspects of it as assigned by the Director Human Resources.
  5. Provides technical input in preparing and reviewing training needs assessment tools.
  6. Analyses data for the annual training plan and compiles the initial draft.
  7. Under supervision of the Director Human Resources organizes and manages assigned training programmes.
  8. Analyses payroll related data and submits to the Director Human Resources for payroll processing.
  9. Provides initial advice and guidance to middle management line managers on basic employee relations in accordance with the Human Resource Manual.
  10. Manages the performance of staff who directly report to him/her.
  11. Counsels and guides staff on simple HR matters and personal issues that influence staff performance and refers more challenging issues to Director Human Resources.
  12. Drafts and reviews leave management and staff absence tools and submits to Director Human Resources for approval.
  13. Periodically prepares staff metrics report and submits to the Director Human Resources.

JOB SPECIFICATION

Master’s degree in Human Resource Management, Industrial Psychology, Business Management, or other related field Plus five (5) years’ experience, OR

Bachelor’s degree in Human Resources Management, Industrial Psychology, Business Management, or related field Plus eight (8) years’ experience, and four (4) of which should be at a middle management level.
