Background
The Ministry of Energy and Meteorology is implementing the “Lesotho Renewable Energy and Energy Access Project” (LREEAP) funded by the Government of Lesotho (GoL) and the World Bank (WB). The objective of the project is to increase energy access in rural and peri-urban areas of Lesotho.

The project comprises three components: Grid Extension to Industrial Zones and Peri-urban areas of Lesotho; Rural electrification by mini-grids; and Technical Assistance to support project implementation. The LREEAP hereby invites applications from eligible candidates for the following positions:

HUMAN RESOURCES AND ADMINISTRATION MANAGER

Roles and Responsibilities
The responsibilities of Human Resources and Administration Manager include the following:
i. Management of Human Resources and Administration sections.
ii. Oversees the recruitment, training and development, disciplinary, remuneration and supervision of staff.
iii. Ensure that all policies, appointments, terminations and deployments are well managed.
iv. Manages Company fleet, assets and equipment in line with administration procedures.
v. Ensures that all divisions are well staffed at all times.
vi. Maintains accurate and up-to-date employee records including leave management, performance assessment and salary bills.
vii. Provide advice and support to Project Coordinator and management on matters relating to HR policies and procedures.
viii. Undertakes job analysis, work studies, surveys and writes jobs that require description and review.
ix. Handles disciplinary cases, grievances, disputes and safety of employees.
x. Develops the annual HR division budget and Identifies Equipment and Furniture requirements.
xi. Implements human resource plans and management decisions.
xii. Provides Human Resources information to staff regarding benefits and policies.

Qualifications and Experience
i. The incumbent must Bachelors Degree in Human Resources Management/Public Administration, Industrial Relations or Business Administration plus at least five (5) years Experience in Human Resources Division.

Other Requirements and Competencies
i. Excellent verbal and written and communication skills.
ii. Excellent interpersonal, conflict resolution and negotiation skills.
iii. Proficient with Microsoft office or related software.
iv. Thorough knowledge of employment related laws and regulations.
v. Analytical and problem solving skills are essential.
