Lesotho Electricity Generation Company (LEGCO) is a statutory body registered under the Companies Act of 2011, registration number 70536, to manage electricity generation in Lesotho.

The mandate of LEGCO is to ensure that Lesotho is self-sufficient in its power supply, starting with the solar generation plant at Ha-Ramarothole, to ensure that base load requirements are met through local generation and to enhance the participation of the private sector in the electricity supply industry.

LEGCO invites applications from suitably qualified candidates to fill the position of Human Resources and Administration Manager on a fixed-term contract tenable at the LEGCO offices in Maseru.

Key Responsibilities

The Human Resources and Administration Manager shall report directly to the Chief Executive Officer.

The responsibilities include:

  • Departmental Leadership: Provide strategic leadership and oversight of the Human Resources and Administration Department, ensuring effective delivery of services across the company.
  • Recruitment & Staffing: Oversee recruitment processes, staff supervision, and ensure all Departments are adequately staffed at all times.
  • Policy & Compliance Management: Ensure that all HR policies, appointments, terminations, and deployments are managed in line with the company’s standards and legal requirements.
  • Asset & Fleet Management: Manage the company’s vehicle fleet, assets, and equipment in accordance with administration procedures.
  • Records & Information Management: Maintain accurate and up-to-date employee records, including leave management, performance assessments and payroll documentation.
  • Advisory Role: Provide advice and support to the CEO and management on HR policies, procedures, and workforce matters.
  • Job Analysis & Evaluation: Conduct job analyses, work studies, and surveys and prepare job descriptions and reviews as required.
  • Employee Relations: Handle disciplinary cases, grievances, disputes and ensure employee safety and wellbeing.
  • Budgeting & Resource Planning: Develop the annual HR and Administration Department budget and identify equipment and furniture requirements.
  • Implementation of HR Plans: Execute human resource strategies and management decisions to support company objectives.
  • Staff Communication: Provide employees with clear information regarding HR policies, benefits, and entitlements.
  • Supervision of Subordinates: Lead, mentor, and evaluate subordinate staff to ensure accountability and professional growth.

Qualifications

Applicants must meet one of the following options:

Option 1:

  • A Master’s Degree in Human Resources, Industrial Relations/Labour Relations, or Public Administration, with a minimum of seven (7) years’ experience in Human Resources, including a minimum of five (5) years in a managerial position.

Option 2:

  • A Postgraduate qualification in Human Resources, Industrial Relations/Labour Relations, or Public Administration, with at least ten (10) years’ experience in Human Resources, including a minimum of five (5) years in a managerial position.

Option 3:

  • A Bachelor’s Degree in Human Resources, Public Administration, Industrial Relations, or Business Administration, with a minimum of fifteen (15) years’ experience in Human Resources, including a minimum of five (5) years in a managerial position.
