Applications are invited from suitably qualified local candidates for the following position:


POSITION: Human Resource Officer

Number of Positions: Three (3)
Location: Mokhotlong and Qacha’s Nek
Responsible To: Human Resource Manager


Main Purpose of the Job

To supervise the implementation of human resource (HR) plans, policies, and activities.


Main Duties

1. Undertakes HR Demand and Supply Forecast
1.1 Undertakes inventory on existing jobs, workforce, training profiles, movements, structures, and labor relations.
1.2 Assesses current plans, policies, and priorities for implementation.
1.3 Determines future HR needs based on inventory and planning areas.

2. Undertakes Job Analysis, Work Studies, and Surveys
2.1 Identifies job areas that need analysis and study.
2.2 Ensures that standards and procedures for recruitment, mobility, and termination are adhered to.
2.3 Assesses and authorizes recommendations for HR recruitment, utilization, and termination.
2.4 Oversees timely processing of benefits pertaining to HR termination.
Purpose: To ensure availability and motivation of employees.

3. Guides Training and Development, Performance, and Career Management
3.1 Instructs undertaking of training needs assessments.
3.2 Compiles divisional objectives and work plans.
3.3 Oversees administration of performance appraisal forms.
3.4 Initiates payments of incentive awards in accordance with performance results.
3.5 Approves recommendations for training needs assessments.

4. Manages Employee Relations, Terms of Appointment, and Conditions of Service
4.1 Directs provision of information on terms of appointment, conditions of service, and employees’ code of conduct.
4.2 Advises all heads of divisions on disciplinary procedures and grievance-handling mechanisms.
4.3 Resolves cases pertaining to grievances and dispute settlements.
4.4 Represents the organization in employee involvement, negotiations, and dispute settlement.
Purpose: To maximize employee involvement and minimize workplace conflicts.

5. Coordinates Design and Implementation of HR Plans
5.1 Compiles identified HR needs in line with HR plans, policies, and objectives.
5.2 Directs preparation of HR plans.
5.3 Consolidates the development of HR budgets in accordance with plans and requirements.
5.4 Conducts consultative meetings to discuss progress on implementation of HR plans.
Purpose: To enhance achievement of agreed objectives.

6. Ensures Production and Retrieval of Human Resources Information
6.1 Ensures production of records on personnel information.
6.2 Directs compilation of HR information on HR activities and staff profiles.
6.3 Oversees production of reports on HR developments and achievements.
6.4 Authorizes retrieval of HR information and records.
Purpose: To ensure informed decision-making.

7. Manages Human Resources Division and Supervises Staff
7.1 Allocates HR tasks, rotates responsibilities, sets work standards, and provides guidance to subordinates.
7.2 Appraises performance of subordinate staff and reviews performance plans.
7.3 Authorizes annual work plans in the division in accordance with set objectives.
7.4 Recommends recruitment, training, and utilization of HR staff.
7.5 Conducts continuous meetings to solve problems and coordinate HR activities.

8. Draws Budget and Determines Equipment Requirements
8.1 Identifies equipment and furniture needs.
8.2 Develops the District Annual Emoluments Budget and HR Department Annual Budget.
Purpose: To ensure effectiveness of the HR Division.


Job Specification

Requirements:

  • Master’s Degree in Human Resource Management, Industrial Psychology, or Public Administration/Management, plus two (2) years of relevant experience; OR
  • Post-Graduate Diploma/Honours in HRM, Industrial Psychology, or Public Administration/Management, plus three (3) years of relevant experience; OR
  • Bachelor’s Degree in HR Management, Industrial Psychology, or Public Administration/Management, plus five (5) years of relevant experience.
