POSITION: Human Resource Officer
Number of Positions: One (1)
Department: Administration
Responsible To: Human Resource Manager
Main Purpose of the Job
To supervise the implementation of Human Resource (HR) plans, policies, and activities to ensure the effective management and development of personnel within the Ministry.
Main Duties
1. Undertakes HR Demand and Supply Forecasting
- Conducts inventory on existing jobs, workforce, training profiles, staff movements, organizational structures, and labour relations.
- Assesses current plans, policies, and priorities for implementation.
- Determines future HR needs based on workforce inventory and planning areas.
2. Conducts Job Analysis, Work Studies, and Surveys
- Identifies job areas requiring analysis and study.
- Ensures adherence to standards and procedures for recruitment, mobility, and termination.
- Assesses and authorizes recommendations for HR recruitment, utilization, and termination.
- Oversees timely processing of benefits related to HR termination.
Purpose: To ensure employee availability, motivation, and alignment with institutional needs.
3. Guides Training, Development, Performance, and Career Management
- Instructs and oversees training needs assessments.
- Compiles divisional objectives and work plans.
- Administers performance appraisal processes.
- Initiates incentive payments in line with performance outcomes.
- Approves training requests based on organizational objectives and training plans.
4. Manages Employee Relations, Terms of Appointment, and Conditions of Service
- Provides information on terms of appointment, conditions of service, and employee code of conduct.
- Advises divisional heads on disciplinary procedures and grievance-handling mechanisms.
- Resolves grievances and disputes to maintain a harmonious work environment.
- Represents employees during negotiations and dispute settlements.
Purpose: To maximize employee engagement and minimize workplace conflict.
5. Coordinates Design and Implementation of HR Plans
- Compiles identified HR needs in line with approved HR policies and objectives.
- Directs the preparation and review of HR plans.
- Consolidates HR budget development in accordance with departmental needs.
- Conducts consultative meetings to review progress on HR plan implementation.
Purpose: To ensure alignment of HR functions with strategic objectives.
6. Ensures Production and Retrieval of Human Resource Information
- Oversees production and management of personnel information records.
- Directs compilation of HR data on departmental activities and staff profiles.
- Produces reports on HR developments and achievements.
- Authorizes retrieval and dissemination of HR information for decision-making.
Purpose: To support informed and data-driven HR management.
7. Manages the HR Division and Supervises Staff
- Allocates HR tasks, sets work standards, and rotates responsibilities among subordinates.
- Conducts performance appraisals and reviews staff development plans.
- Approves annual divisional work plans in line with set objectives.
- Recommends recruitment, training, and utilization of HR staff.
- Holds regular meetings to address challenges and coordinate HR activities.
8. Develops Budgets and Determines Equipment Requirements
- Identifies equipment, furniture, and other resource needs.
- Develops the district’s annual personal emoluments budget and HR departmental budget.
Purpose: To ensure operational efficiency and resource adequacy within the HR Division.
Job Specification
Education and Experience Requirements:
- Master’s Degree in Human Resource Management (HRM), Industrial Psychology, or Public Administration/Management plus two (2) years of relevant work experience;
OR - Postgraduate Diploma in HRM, Industrial Psychology, or Public Administration/Management plus three (3) years of relevant work experience;
OR - Bachelor’s Degree in HRM, Industrial Psychology, or Public Administration/Management plus five (5) years of relevant work experience.
