Applications are invited from suitably qualified candidates for the following position tenable in the Ministry of Health.


POSITION: Human Resource Officer

Grade: G
Number of Positions: One (1)
Responsible To: Human Resource Manager


Job Summary

Under the supervision of the Human Resource Manager, the incumbent is responsible for providing comprehensive human resource management services, including manpower planning, job analysis, handling employee grievances and disputes, managing training and performance systems, recruitment, HR planning, and budgeting.


Main Duties

1. Undertakes Human Resource Supply and Demand (Manpower Forecasting, Future Planning, and Policy Changes)
1.1 Undertakes an inventory on existing jobs, workforce, training profiles, movements, structures, and labour relations.
1.2 Assesses current plans, policies, and priorities for implementation.
1.3 Determines future human resource needs based on the inventory and planned areas.

2. Undertakes Job Analysis, Work Studies, and Surveys
2.1 Identifies job areas that require analysis and study.
2.2 Selects a sample for study or analysis.
2.3 States the problems found in the studied job areas.
2.4 Conducts job analysis and work-studies.
2.5 Writes job descriptions and reviews where necessary.
2.6 Presents findings and recommendations to HR for improvements in systems and procedures.
Purpose: To improve organizational effectiveness.

3. Handles Employee Disputes, Grievances, Disciplinary Cases, and Safety
3.1 Advises staff on the code of conduct, terms, and conditions of employment and service.
3.2 Creates awareness of health and safety standards and procedures.
3.3 Attends to disciplinary cases, counsels employees, and provides social work support for personal or work-related problems.
3.4 Investigates accidents that occur in the workplace.
3.5 Organizes employee welfare services as prescribed by relevant policies and procedures.
Purpose: To ensure good working relations and staff welfare.

4. Administers Training, Performance, and Development Management Systems
4.1 Consolidates ministerial work plans.
4.2 Prepares ministerial training plans.
4.3 Ensures timely completion of performance appraisal forms.
4.4 Organizes training workshops, seminars, and conferences to maintain contact with training institutions.
4.5 Assesses the validity of claims and annual increments based on performance awards.
Purpose: To ensure performance improvement across the ministry.

5. Oversees Recruitment and Supervision of Staff
5.1 Oversees the maintenance of human resource management information systems (staff complement/profile reports).
5.2 Prepares preliminary documentation for interviews.
5.3 Collaborates with heads of sections to select candidates for pre-interviews.
5.4 Prepares shortlists and forwards pre-interview results for onward transmission to the Public Service Commission.
5.5 Implements decisions of the Public Service Commission.
5.6 Allocates jobs and monitors performance.
Purpose: To ensure availability of skilled staff and effective filling of positions.

6. Implements Human Resource Plans and Decisions
6.1 Refers HR decisions and plans to authorized officials for appropriate action.
6.2 Drafts HR proposals, memoranda, circulars, and decisions for implementation.
6.3 Convenes meetings to discuss and solve problems related to HR plan implementation.
6.4 Interprets Public Service Regulations and policies relating to Human Resource matters.
Purpose: To ensure consistent and appropriate HR actions.

7. Draws Budgets and Determines Equipment Requirements
7.1 Identifies equipment and furniture requirements.
7.2 Develops the annual HR Division budget.
Purpose: To ensure effectiveness of the HR Division.


Job Specification

Minimum Qualification and Experience:

  • Master’s Degree in Human Resource Management (HRM), Industrial Psychology, or Public Administration/Management;
    OR
  • Postgraduate Diploma in HRM, Industrial Psychology, or Public Administration/Management plus one (1) year relevant work experience;
    OR
  • BA Degree in HRM, Industrial Psychology, or Public Administration/Management plus two (2) years relevant work experience.

Other Necessary Skills and Competencies:

  • Proven supervisory skills
  • Passing of an assessment test
  • Appreciation of HR principles and best practices
  • Computer literacy
  • Ability to interpret Public Service Regulations and rules
