Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Agriculture, Food Security and Nutrition:
MINISTRY: Agriculture, Food Security & Nutrition
JOB TITLE: Human Resource Officer
GRADE: G
LOCATION: Maseru
RESPONSIBLE TO: Human Resource Manager
NO. OF POSITIONS: One (1)
MAIN PURPOSE OF THE DUTY
To supervise implementation of HR plans, policies and activities.
MAIN DUTIES
1. Undertakes HR Demands and Supply Forecast
- Undertakes inventory on existing jobs, workforce and training profiles, movements, structures and labour relations
- Assesses current plans, policies and priorities for implementation
- Determines future HR needs based on inventory and plan areas
2. Undertakes Job Analysis, Work Studies, Surveys
- Identifies job areas that need analysis and study
- Ensures standards/procedures for recruitment, mobility and termination are adhered to
- Assesses and authorizes recommendations for HR recruitment, utilization and termination
- Oversees timely processing of benefits related to HR termination
Purpose: To ensure availability and motivation of employees
3. Guides Training and Development, Performance and Career Management
- Instructs undertaking of training needs assessment
- Compiles divisional objectives and workplan
- Oversees administration of performance appraisal forms
- Initiates payments of incentive awards based on performance
- Approves training requests aligned with Council objectives and training plan
4. Manages Employee Relations, Terms of Appointment and Conditions of Service
- Directs provision of information on terms of appointment, conditions of service and code of conduct
- Advises division heads on disciplinary procedures and grievance handling
- Resolves grievances and disputes
- Represents employees in negotiations and dispute settlements
Purpose: To maximize employee involvement and minimize workplace conflict
5. Coordinates, Designs and Implements HR Plans
- Compiles identified HR needs in line with plans, policies and objectives
- Directs preparation of HR plans
- Consolidates development of HR budget
- Conducts consultative meetings to discuss progress on HR plan implementation
Purpose: To enhance achievement of agreed objectives
6. Ensures Production and Retrieval of Human Resources Information
- Ascertains production of records on personal information
- Directs compilation of HR activity data and staff profiles
- Oversees production of reports on HR developments and achievements
- Authorizes retrieval of HR information and records
Purpose: To ensure informed decision-making
7. Manages HR Division and Supervises Staff
- Allocates HR tasks, rotates responsibilities, and sets work standards
- Appraises performance of subordinate staff and reviews performance plans
- Authorizes annual workplans in line with objectives
- Recommends recruitment, training and utilization of HR staff
- Conducts regular meetings to solve problems and coordinate HR activities
8. Draws Budget and Determines Equipment Requirements
- Identifies equipment and furniture needs
- Develops the District Annual Personal Emoluments budget and HR department annual budget
Purpose: To ensure effectiveness of the HR division
JOB SPECIFICATION
Education and Experience Requirements
- Master’s Degree in Human Resources Management / Industrial Psychology / Business Administration (with HR major) plus two (2) years of experience as Assistant Human Resources Officer
OR - Postgraduate Diploma in HRM / Industrial Psychology / Business Administration (with HR major) plus three (3) years of experience as Assistant Human Resources Officer
OR - BA Degree in HRM / Industrial Psychology / Business Administration (with HR major) plus five (5) years of experience as Assistant Human Resources Officer
Other Necessary Skills and Competencies
- Knowledge of HRIS function
- Proven supervisory skills
- Passing of assessment test
- Appreciation of HR principles
- Computer literacy
- Interpretation of Public Service Rules and Regulations
