The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships” and the vision is “optimal and sustainable health and development outcomes”. Presently, IHPS is a Global Fund Subrecipient (SR) under the AIDS Foundation of South Africa (AFSA), tasked to implement the “Prevention programs for adolescents and youths, in and out of school” with a specific focus on adolescent girls and young women (AGYW), in different Provinces from April 2019 – March 2022. As such, IHPS seeks to recruit for the positions listed below, all based in our various regions.

Human Resource Officer (HRO)
(IHPS Regional Offices (Burgersfort, Bethlehem, Secunda and Nelspruit)

Overall Job Function

Provide day-to-day overall human resource (HR) administration, management and support to IHPS regions and in accordance with South African labour laws; and act as the primary regional HR contact, under the direct supervision of the HRP and PM, with the guidance from the CEO

Key Performance Areas

The incumbent shall be responsible for all regional office HR functions as guided by the PM and HRP including recruitment and selection; filing, record keeping, employee orientation; labour relations; payroll, leave management, and COIDA, in line with IHPS HR policies and donor HR requirements.

HR Management:
Manage the IHPS regional office HR functions including, recruiting and selection, record keeping, benefits, and employee relations.
Handle the full life cycle of the recruitment and selection function from the posting of vacant positions, screening, short-listing, conducting interviews, working with line management to select qualified candidates, and on-boarding new employees.
Carry out IHPS regional office HR administrative functions i.e., collation of timesheets, leave forms (and supporting documentation), capture staff training, facilitation of disciplinary processes, etc. in line with IHPS and donor requirements as well as South African (SA) employment laws.
Establish and maintain complete and up-to-date employee personnel files to ensure compliance with South African employment laws and donor requirements.
Capture all staff leave onto the IHPS leave management systems and maintain current staff leave records.
HR Development
Develop a schedule for staff performance management with guidance from HRP and PM
Develop a schedule for staff induction and other needs-based trainings with guidance of HRP and PM.
Employee Relations (ER)/ Labour Relations
In close consultation with HRP manage all ER issues and implement ER resolutions, as appropriate.
Work closely with HRP to Investigate all employee grievances, complaints, or concerns report to HRO by the IHPS regional staff.
Prepare regional office Commission of Conciliation Mediation and Arbitration (CCMA) file for conciliation or arbitration as applicable.
With guidance from HRP, prepare the Disciplinary Hearing packs
In collaboration with HRP, schedule meetings to manage all ER issues as per IHPS HR policies and in accordance with SA labour laws.
Protect the interests of both employees and IHPS in accordance with IHPS policies and SA labour laws and regulations.
Work closely with the HRP to ensure that all labour relations matters are handled in accordance with SA labour laws, thus ensure optimal procedural and substantive fairness.
Compensation
Manage IHPS regional office monthly payroll administration, in collaboration with the HRP and F&A Manager.
Ensure completeness and accuracy of all IHPS regional office payroll submissions.
Manage all regional office employment terminations, maintain current records and ensure up-to-date termination data is submitted monthly payroll processing.
Manage regional office employee benefits, in line with approved IHPS employee benefits policy.
General
Receive and manage employee timesheets, and other HR documentation under the supervision of the HRP and PM.
Work closely with IHPS regional Office Administrators (OAs) and PM to obtain missing HR papers.
Assume any other duties as assigned by the HRP, PM and IHPS Senior Management.
Qualifications and Experience
A degree or diploma in HR
Proven work experience (minimum of 3 years) in HR administration and management, in-depth knowledge of HR practices and legislation. Practical labour relations work experience will be an added advantage.
Demonstrated experience (minimum of 3 years) of providing HR support within donor-funded non-profit organizations (NGO).
Travel Requirements
Regular travel to AGYW implementation sites during the project implementation period.
