Job Title: Human Resource Manager
Responsible To: Director – HR

MAIN PURPOSE OF THE JOB

To manage the implementation of HR policies and plans, operational effectiveness of the Human Resource Division, working relations, recruitment, development, utilization, retention, and HR systems.

MAIN DUTIES

  1. Develops manpower plans
    1.1 Identifies appropriate skills required for each job established.
    1.2 Establishes key result areas for key positions.
    1.3 Evaluates existing employees’ potential against key result areas.
    1.4 Identifies employees with potential for advancement.
    1.5 Develops a ministerial recruitment, mobility, utilization, and succession plan.
  2. Maintains provision of an effective employee recruitment, utilization, and termination services
    2.1 Identifies future staffing needs and vacancy factors.
    2.2 Ensures that standards/procedures for recruitment, mobility, and terminations are adhered to.
    2.3 Assesses and authorizes recommendations for HR recruitment, utilization, and terminations.
    2.4 Oversees timely processing of benefits pertaining to HR terminations.
  3. Manages employee relations, terms of appointment, and conditions of service
    3.1 Directs provision of information on terms of appointment, conditions of service, and employee code of conduct.
    3.2 Advises all heads of divisions on disciplinary procedures and grievance handling mechanisms.
    3.3 Resolves cases pertaining to grievances and dispute settlements.
    3.4 Represents the employee in negotiations and dispute settlement processes.
  4. Coordinates development and implementation of HR plans
    4.1 Directs preparation of identified HR needs in line with HR plans, policies, and objectives.
    4.2 Compiles HR plans.
    4.3 Consolidates development of HR budget in accordance with plans and requirements.
    4.4 Conducts consultative meetings to discuss progress on implementation of HR plans.
  5. Produces Human Resources Information
    5.1 Ascertains production of records on personal information.
    5.2 Directs compilation of HR information on HR activities and staff profiles.
    5.3 Authorizes production of reports on HR developments and achievements.
    5.4 Oversees retrieval of HR information and reports.
  6. Manages the HR section
    6.1 Compiles sectional objectives and work plans.
    6.2 Allocates HR tasks, rotates responsibilities, and sets work standards.
    6.3 Appraises performance of staff and reviews performance plans.
    6.4 Authorizes annual work plans in the division in accordance with set objectives.
    6.5 Recommends recruitment, training, and utilization of HR staff.
    6.6 Conducts continuous meetings to solve problems and coordinate activities of the HR function.

JOB SPECIFICATION

Education and Training

  • Master’s Degree in Human Resources Management, Industrial Psychology, or Public/Business Administration (with a focus on HR), PLUS at least two (2) years’ working experience as a Human Resources Officer.
    OR
  • Honour’s Degree or Postgraduate Diploma in Human Resources Management, Industrial Psychology, or Public/Business Administration (with a focus on HR), PLUS at least three (3) years’ working experience as a Human Resources Officer.
    OR
  • Bachelor’s Degree in Human Resources Management, Industrial Psychology, or Public/Business Administration (with a focus on HR), PLUS at least five (5) years’ working experience as a Human Resources Officer.

Other Necessary Skills/Competencies

  • Passing of an assessment test
  • Leadership and coordination ability
  • Appreciation of basic HR principles
  • Knowledge of Public Service Regulations (PSR) and employee relations issues
  • Computer literacy
