BACKGROUND

Doctors Without Borders (MSF) is an international medical humanitarian organisation with offices in Johannesburg and Cape Town which are part of a wider movement of headquarter offices and field projects. We are present in over 70 countries around the world and our workforce is made up of 149 different nationalities.

At the international level, MSF has been on a journey to understand the gaps between the organisations aspirations and its internal reality. Diversity, equity and inclusion were identified as a priority area to ensure that MSF reflects the values it espouses. Thus far, the pace of change has been slow.

Moving a racial justice agenda forward involves surfacing social, political and economic inequities based on race, naming racism as the problem and organising to eliminate the inequities. MSF Southern Africa aims to advance the work of dismantling structural racism in MSF by identifying structural barriers to inclusion and working to develop meaningful metrics and experiments to address these structural barriers. The lessons learnt from Southern Africa can support efforts to surface and address structural racism at the regional and global level in MSF.

While a number of initiatives have been launched in the last few years to address the lack of diversity and inclusion within the organisation, the pace of change remains far too slow. In addition, the euro-centric nature of the organisation means many of its leadership struggle to bear witness to structural racism and therefore are blinkered when it comes to identifying concrete solutions to effectively dismantle barriers that exist.
As a result, the MSF Southern Africa Section launched a three year Dismantling Structural Racism initiative with an external consultant, Reos Partners, to help develop a roadmap of transformative change. Following the first year, where a series of workshops were held to identify structural barriers, the following outcomes were delivered:
1)    An analysis document of the various structural barriers that do exist within MSF Southern Africa, the field and the wider movement;
2)    A practical roadmap to addressing institutional racism in MSF Southern Africa was endorsed by the executive, association and the board; and
3)    A selection of five gamechangers were identified from the roadmap to be prioritized and implemented in 2022.

As a result, a dedicated team of three people will be hired to action the Gamechanger plans, led by the Human Resource Manager and reporting directly to the General Director.

POSITION OVERVIEW

As the lead of the Diversity and Inclusion initiative, responsibilities include:
Begin implementing and mainstreaming the roadmap to dismantle structural racism in the Southern Africa section;
Provide strategic guidance to ensure the initiative’s success (i.e. which structural racism related topic to address next, which key actors to reach next, what partnerships with external experts to establish, etc.);
Ensure the initiative meets its objectives by championing its development, uptake, evaluation, support and scaling across MSF;
Ensure content produced includes references from various geopolitical and socio-cultural contexts to remain relevant for a wide range of interlocutors;
Remain up to date on anti-racism theoretical frameworks and able to present them to MSF actors unfamiliar with structural racism;
Interact closely with relevant partners in addition to the DSR Reference Group (e.g. Reos Partners, Board, project-based staff in the region, etc) to promote the initative and encourage uptake;
Represent the initiative at different MSF events;
Leadership (35%):
Provide strategic guidance informed by an understanding of structural racism and organizational change to define strategic priorities, implementation tactics and performance indicators;
Interact closely and build strong relationships with the DSR Reference Group & Reos Partners to ensure the level of commitment is maintained; and
Interact closely with other relevant actors (Board, Operations and any other relevant MSF staff) to promote the DSR initiative and encourage uptake.
Content Development (25%):
Review and contribute to the development of dismantling structural racism content (e.g. contribute to the overarching agenda and review the workplans of each of MSF Southern Africa’s departments in order to ensure DSR is mainstreamed into the daily activities of the Section; and
Identify and share content with the rest of the Management Team;
Coordination (25%):
Review and manage the ToR for our external consultant (Reos Partners) and oversee shared activities and objectives are met;
Coordinate with the field teams in the region to encourage participation within the initiative;
Request and allocate required budgets to implement activities as and when needed;
Oversee implementation of specific sub-projects (e.g. translations, adaptation to different medium/platforms, pilots of activities, etc.) and report on their efficiency;
Conduct monitoring and evaluation of the projects and report against identified indicators;
Track expenses and produce budget reports when needed; and
Lead initiative documentation, files management, progress tracking and archiving.
Communication (15%)
Set project meetings’ agendas and schedule ad-hoc meetings when needed; and
Provide update on the initiative’s progress, challenges, lessons learned and identified needs.
REQUIREMENTS
Degree in Human Resource Management, Labour relations and Industrial psychology.
South African or ability to show authorization to work in South Africa
Minimum 5 years’ experience
In-depth knowledge in the generalist space of HR, Labour Laws,
NGO experience is advantage
Ability to interpret, write and review policies
