Overview
The Public Officers’ Defined Contribution Pension Fund (PODCPF) invites applications from suitably qualified and experienced candidates for the position of Human Capital and Administration Manager.
The position is responsible for managing all people and administrative functions of the Fund to ensure a high‑performing, compliant, and well‑supported organisation through balancing employee experience with operational efficiency.
Key Duties and Responsibilities
Human Capital Strategy Development and Execution
- Develop and implement Human Resources strategies, policies, and procedures aligned with the Fund’s strategic objectives
- Lead human resource planning, talent acquisition, and succession planning throughout the organisation
- Drive organisational development, culture, and change management initiatives
- Provide strategic HR advisory to Executive Management on trends and best practices
Talent Management
- Oversee the full recruitment cycle: job profiling, advertising, interviewing, and onboarding
- Oversee the performance management system: KPIs, appraisals, feedback, and PIPs
- Identify skills gaps and coordinate learning and development initiatives
- Champion employee engagement, wellness, and retention initiatives
Employee Relations and Compliance
- Oversee compliance with applicable labour laws and employment contracts
- Manage grievances, disciplinary processes, and dispute resolution in line with policies and regulations
- Drive communication and adherence to internal policies, procedures, and applicable external regulations and labour laws
Compensation and Benefits Management
- Administer payroll inputs in collaboration with the Finance Unit
- Administer employee benefits, conduct salary benchmarking, and recommend adjustments in line with the Fund’s policies
- Oversee timely statutory deductions and regulatory filings
Administration and Facilities Management
- Oversee office administration and supervise general support services
- Manage the organisation’s assets, fleet, and office space to ensure efficient usage
- Facilitate maintenance of facilities and equipment and develop maintenance plans
- Oversee compliance with health and safety standards, policies, and regulations
Reporting and Records Management
- Maintain human resources records with strict confidentiality and in line with best practice
- Prepare monthly human capital and administration reports for management decision‑making
- Prepare and monitor the human capital and administration departmental budget
- Support internal and external audits

Qualifications and Experience
- Essential: Master’s degree in Human Resources Management, Industrial Psychology, or Public Administration
- Membership of a professional body for Human Resources Practitioners / Professionals
- Seven (7) years’ work experience, five (5) of which must be at Human Resources and/or Administration Manager level
- Experience in financial services, particularly pension fund or retirement benefits administration, is an added advantage
