Phelisanang Bophelong (PB) has applied to be Sub-Recipient under the Ministry of Finance- Project Management Unit (PMU) to support Integration of TB/HIV/SRH services for Vulnerable Populations (factory workers and inmates) under HIV Prevention for Key Populations Module. PB seeks to engage Lay Counsellors to support delivery of HIV Testing Services (HTS) in Maputsoe and Maseru factories.

Job Title: HTS Lay Counsellors (30)

Location: Maputsoe factories (10), Maseru Factories (20)

Job Summary: The HTS Lay Counsellors will be responsible for assisting vulnerable populations (factory workers and job seekers) reached within the program to access HIV Testing Services. Working in collaboration with other peer at the program sites, health facilities and partners, the HTS Lay Counsellors will support delivery of HIV Testing Services to eligible clients and support referral and linkages to appropriate HIV prevention, care and treatment services and other services.

Key Roles and Responsibilities:

  • Conduct day to day outreach to provide a package of HIV prevention services; including HIV prevention education, condoms education and distribution, and delivery of HIV testing services, facilitate referrals and linkages to appropriate HIV prevention, care and treatment services.
  • Conduct comprehensive health screening and risk assessment for all clients to determine the need for HIV testing and for referral to other HIV services
  • Carry out pre-test counselling, rapid testing for HIV and post – test counselling to vulnerable populations in line with national HTS guidelines, protocols and procedures
  • Refer and link for ART and PrEP services and to other health services
  • Linkage of HIV negative clients with PrEP services and other prevention initiatives
  • Conduct and participate in HTS mobilization activities at the project sites
  • Conduct active follows up on HIV positive clients to ensure their linkage into care and treatment
  • Follow national policy, guidelines and protocols on HIV testing services
  • Work and engage with health facilities, partners and other stakeholders on delivery of HIV testing services at the assigned program site
  • Maintain collaboration and linkages with other clinical health providers and partners within the testing sites
  • Provide quality HIV testing services in line with the National HTS guidelines at all tmes
  • Participate and contribute to HIV testing quality assurance activities
  • Complete all HTS data collection tools and all relevant register to report data on services provided to clients
  • Prepare and provide weekly and monthly reports
    General desired Skills and Competence:
  • Literacy and Numeracy Skills: should have basic literacy and numeracy skills that will enable them to report and record and report on their activities.
  • Experience working on community and health issues (in particular on HIV/TB/SRH programs)
  • Basic information on HIV, TB, SRHR. Having attended some trainings and workshops on these topics will be an added advantage.
  • Maintain the highest level of good conduct and confidentiality
  • Good interpersonal and communication skills
    Education and Experience:
  • Should have a minimum of Junior Certificate
  • At least 1-year experience supporting HIV, TB, SRHR programs
  • Experience in providing HIV testing services a key requirement
  • Must have received HTS training and certified as a HTS Lay Counsellor (this is a primary requirement for all applicants)
