Job Description

Program activities (35%)
•    Collaborate with m2m colleagues in developing the m2m programme plan to input HTS matters
•    Ensure quality programme implementation to improve clients retention in m2m program
•    Provide mentorship and Supportive supervision to HTS mentors in provision of HTS services
•    Support HTS delivery, patient tracking, patient management and patient initiation in m2m clinical supported district
•    Support linkages of all identified HIV positive PBFW and their sexual partners and infants for initiation of treatment
•    Support outreach and Nurse Led Community Support Groups activities in HTS
•    Supervise HTS mentors in the implementation of QCs as per the protocol
•    Facilitate in the site assessment for safe ethical index testing at all m2m clinical supported sites
•    Participate in conducting quarterly feedback sessions with site staff and make recommendations for scaling up or replication of good practice
•    Ensure learning and development of HTS Mentors
•    Lead HTS related BIO life style (Quality Improvement) process at site level and ensure continuous learning and improvement process at site level
•    Represent m2m at the DHMT level and be an ambassador for both m2m management and site level staff at site level
Administration, Financial management and HR support activities (20%)
•    Participate in the recruitment, training and orientation of HTS Mentors
•    Participate in developing, managing, monitoring and reporting on facility and site budgets in the region
•    Undertake performance appraisals for HTS Mentors
•    Facilitate and evaluate individual HTS Mentors performance and training needs for site staff
•    Manage, coordinate and liaise with the SPM and the site human resource management teams to manage performance  issues of HTS Mentors
•    Line management of all HTS Mentors and ensure effective performance and also timely completion of contracting process as well as the performance review process for HTS Mentors
•    Timely reporting to the SPM and HR officer of any poor performance or non-adherence to m2m policies, processes and procedures of HTS Mentors for immediate remedial action.
•    Collaborate with HR officer to ensure that all disciplinary issues are managed accurately and timeously.
•    Conduct regular site supportive supervisory visits through routine travel across the regions
M & E and Quality Assurance and Quality Improvement (35%)
•    Lead HTS data collection as well as sound relationship building
•    Ensure routine collection, reporting and analysis of district data and timely submission to the m2m Lesotho management team in Maseru
•    Produce timely, accurate HTS reports
•    Work closely with the M & E officer to ensure quality client management, support and quality data collection and reporting.
•    Perform any other duties assigned by the m2m Lesotho management team
•    Participate in the implementation of the regular PEPFAR’s Site Improvement through Monitoring System (SIMS), and working with the facility level staff to implement improvement project based on the outcome of the SIMS visit.
Stakeholder engagement and relationship building (10%)
•    Build the m2m profile with key stakeholders both at the health facility and community level
•    Liaise with DHMT and facility level as well as with partner organizations and local communities to ensure quality support for HTS Mentors and also for the clients.
•    Continuously engage with facility staff to ensure quality performance of all m2m staff at facility level  to ensure a positive image of m2m at all times
•    Coordinate m2m’s participation in the district level PHC and DHMT meetings and ensure effective representation at facility and district level on HTS related meetings
•    Participate in the relevant district level meetings and activities.

Job Requirements

Qualifications and Experience:
•    Degree in Pastoral care and counselling, Social work or Nursing sciences
•    Minimum of 2 years’ experience in provision of HTS
•    Minimum of five (2) years’ experience in community health work, including 3 years in middle level Programme Management
•    Good working knowledge of relevant HTS & PMTCT protocols and policies
•    Training experience in HTS
•    Basic understanding of HR and financial management
•    Experience providing leadership and line management
•    Experience in budget development , monitoring and management

•    Computer literacy (MS Office)
•    Excellent time management, reporting and writing skills
•    Fluency in English and Sesotho essential
•    Ability to work independently, under pressure, remain calm and have sensible judgment
•    Ability to multi-task duties and apply practical problem-solving skills as needed
•    Willing and able to uphold m2m values
