CBA is a non-governmental organisation whose mandate is to assist the Lesotho Government on five thematic areas HIV and AIDS, Livelihoods, Economic Empowerment, Food Security and Humanitarian Relief.

With support from the Global Fund (GF) CBA is implementing TB/HIV , SRH Interventions in the following 8 districts Mafeteng, Mohale’sHoek, Quthing, Qachasnek, Thaba Tseka, Mokhotlong, Butha-Buthe and Berea with the focus on Key populations ( Female Sex workers, MSM and IDUs) . 

Applications are invited from the suitably qualified candidates to fill the following position based at Maseru:

HR officer

Responsibilities include but limited to:

  1. HR services, administration and systems
  2. Support the development and implementation of HR initiatives and systems
  3. Review employment and working conditions to ensure legal compliance;
  4. Updates the organizational chart whenever there are changes in the structure;
  5. Provide counselling on policies and procedures;
  6. Assist in performance management processes, compile date and produce reports as requested;
  7. Support the management of disciplinary and grievance issue;
  8. Leave management;
  9. Payroll and benefits administration and maintaining employee records;
  10. Learning and development: track participants and training records as well as pull monthly training reports.
  11. Ensures that each employee has complete personnel files;
  12. Ensure all staff have joined provident fund timely after probation;
  13. Liaises with the medical aid and provident fund service providers to ensure respond to staff requests and ensure timely termination of staff;
  14. Review monthly timesheets for staff and ensure timely submission on HR tracking system
  15. Complete all administrative tasks required upon retirement, contract completion, or termination of employees
  16. Deliver regular updates to all staff as required;
  17. Preparation of monthly, quarterly and annual HR reports;
  18. Looking after the health, safety and welfare of all employees;
  19. Raise for the attention of the HR and Operations Manager on complex or out of norm issues that may require cross divisional approach or solutions or organizational policy review;
  20. Ensure that the strictest of confidentiality is maintained at all times;
  21. Performs any other duties as may be required from time to time

Qualifications, Experience and Requirements

  • First university degree in Human Resource Management, Industrial Psychology or related field.
  • Proven experience as HR Officer, Administrator
  • Knowledge of HR functions (pay & benefits, recruitment, training & development).
  • Understanding of Labour laws and disciplinary procedures.
  • Experience in payroll administration
  • Proficiency in MS Office software applications; knowledge of HRMS is a plus
  • Excellent interpersonal, writing and oral communication skills
  • Confidentiality in handling employees matters and salaries
  • Experience working in Program Management Unit (PMU) funded NGOs.
  • Able to assist in staff training (Induction, job training and evaluations of staff) 
  • Excellent communication and interpersonal skills
  • Problem-solving and decision-making aptitude
  • Strong ethics and reliability
