JOB DESCRIPTION
- Ministry/Department: Public Service Commission
- Job Title: HR Manager
- Grade: I
- Responsible To: Secretary PSC
Job Summary:
To manage the operational effectiveness of the Human Resource Division, implementation of HR policies and plans, recruitment, development, utilization, retention, working relations and effective HR systems.
Main Duties:
1. Develops Manpower Plan
- Identifies appropriate skills required for each job established
- Establishes key result areas for key positions
- Evaluates existing employee’s potential against key result areas
- Identifies employees with potential for advancement
- Develops a ministerial recruitment, mobility, utilization and succession plan
Purpose: To ensure the availability of the right people with the right skills
2. Maintains Provision of an Effective Employee Recruitment, Utilization and Terminations of Service
- Identifies future staffing needs and vacancy factor
- Establishes that standards/procedures for recruitment, mobility and terminations are adhered to
- Assesses and authorizes recommendations for HR recruitment, utilization and terminations
- Oversees timely processing benefits pertaining to HR terminations
Purpose: To ensure the availability and motivation of employees
3. Directs Training and Development, Performance and Career Management
- Instructs undertaking of training needs assessments
- Compiles divisional objective and work plans
- Oversees administration of performance appraisal forms
- Authorizes incentive payments and awards in accordance with
- Approves recommendations for training requests based on ministerial objectives and training plan
Purpose: To maximize organizational competency and effectiveness
4. Manages Employee Relations Terms of Appointment and Conditions of Service
- Directs provision of information on terms of appointment, conditions of service and employees code of conduct
- Advises all heads of divisions on disciplinary procedures and grievances handling mechanism
- Resolves cases pertaining to grievances and disputes settlements
- Represents the employee in negotiations and dispute settlement
Purpose: To maximize employee involvement and minimize conflicts in the workplace
5. Coordinates Development and Implementation of HR Plans
- Compiles identified HR needs in line with HR plans, policies and objectives
- Directs preparation of HR plans
- Consolidates the development of HR budget in accordance with plans and requirements
- Conducts consultative meetings to discuss progress on implementation of HR plans
Purpose: To enhance achievement of agreed objectives
6. Ensures Production and Retrieval of Human Resources Information
- Ascertain production of records on personal information
- Directs compilation of HR information on HR activities and staff profiles
- Oversees production of reports on HR developments and achievements
- Authorizes retrieval of HR information and reports
Purpose: To ensure informed decision making and record
7. Management of the HR Division and Supervision of Staff
- Allocates HR tasks, rotating responsibilities, work standard and indicates to subordinate
- Appraises performance of subordinate staff and reviews performance plans
- Authorizes annual workplans in the division in accordance with set objectives
- Recommends recruitment, training and utilization of HR staff
- Conducts continuous meetings to solve problems and coordinate activities of HR function
Purpose: To ensure operational effectiveness of the HR division
Job Specification
Knowledge and Experience:
The incumbent must hold one of the following:
- Master’s Degree in HRM, Industrial Psychology or Public Administration plus two (2) years experience as Human Resources Officer
- Post-Graduate Diploma/Honours in HRM, Industrial Psychology or Public Administration plus three (3) years experience as Human Resources Officer
- BA Degree in HR Management or Industrial Psychology or Public Administration plus five (5) years experience as Human Resources Officer
