The Millennium Challenge Corporation (MCC) is a U.S. government corporation focused on assisting countries dedicated to good governance, economic freedom, and investing in people. In May 2022, MCC signed a five-year agreement (“compact”) with the government of Lesotho (GoL) aimed at poverty reduction through inclusive and sustainable economic growth in the country.

The Millennium Challenge Account (MCA- Lesotho II), is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities. 

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development.

It will achieve this goal through investments in Health System Strengthening, strengthening of the business environment and Market Driven Irrigated Horticulture, providing sustainable income for smallholders, and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations.

The GoL is committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. All of the compact’s projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Position Objective

MCA-Lesotho II wishes to appoint a highly focused and resourceful individual to the position of the Human Resources (HR) Manager, under the supervision of the CEO.  The incumbent is responsible for managing the HR functions related to workforce planning, recruitment, compensation, and benefits, learning and development, performance management and adapting MCA-Lesotho II’s HR policies to the applicable requirements and organizational needs.

Primary responsibilities

  • Implement and manage HR services including workforce planning, recruitment, payroll, training, performance assessments and HR policies according to MCA-Lesotho II needs and MCC/MCA-Lesotho II standards.
  • Analyze the requirements of the Compact program to define functional strategies and policies to sustain the activities and projects of the Compact, to include a comprehensive staffing plan, detailed job descriptions for each position, an outreach and recruitment approach, and procedures for evaluating applications and interviewing candidates.
  • Oversee contracted and internal recruitment activities, from posting job vacancies, shortlisting, scheduling applicant interviews, negotiating entry salaries to awarding employee contracts.
  • Develop, explain, and administer a common benefits program for the staff of MCA-Lesotho II, to include personal and medical leave, health or medical insurance, contributions to pensions or retirement plans or end of contract gratuity, allowances, and performance bonuses, ensuring strict compliance with policies, guidelines, and procedures.
  • Design effective staff orientation, onboarding and training plans which lead to successful achievement of the MCA-Lesotho II organization goals and compact objectives, and for objectively and transparently evaluating employee performance.
  • Develop the MCA-Lesotho HR manual in collaboration with MCC using the MCC Guidance on MCA-Lesotho Human Resources Procedures and Manuals which provides an effective framework for establishing and running an MCA. All Divisions and MCA implementing agencies must adopt an MCA-Lesotho II HR manual that complies with this MCC Guidance to MCC’s satisfaction.
  • Lead the development of training and professional development programs for the staff of MCA-Lesotho and its implementing entities.
  • Implement and manage the MCA-Lesotho II performance cycles, measures, evaluations and performance-based bonuses and incentives as prescribed in the MCA-Lesotho II HR manual.
  • Advise CEO, supervisors, managers and staff on guidelines, timelines, procedures, and issues to build an informed basis for interactions and promote compliance with MCC HR Guidelines and labor laws of Lesotho.
  • Advise CEO on anticipated/identified issues related to HR services or non-compliance and recommend remedial solutions to improve service delivery.
  • Oversee maintenance of files for all MCA-Lesotho II personnel ensuring the security, currency, and confidentiality of information.
  • Document issues and best practices to help inform process improvement activities.

Required Competencies

  • A Bachelor’s degree in a relevant discipline with a post graduate qualification in Human Resource Management preferred.
  • At least seven (7) years or more of prior managerial experience working in the delivery of human resource services, including recruitment, training and development plans, performance management systems and comprehensive benefits. 
  • Demonstrated experience in all facets of human resource services, including the successful development and implementation of professional recruitment strategies, training and development plans, performance appraisal and performance management systems, retention strategies, comprehensive benefits packages, and human resource policies.
  • Demonstrated ability to interpret and apply current Lesotho labor and employment practices, standards, regulations, and laws. 
  • Demonstrated experience managing other human resources professionals in a program of similar scale and scope.
  •  Must be able to effectively use Google and MS Office applications and learn any specific applications related to work.
  • Proficiency in English (writing and speaking) required. Proficiency in Sesotho (writing and speaking) is desirable.
