JOB SUMMARY

UNDER THE SUPERVISION OF THE DIRECTOR OF NUTRITION AND HOME ECONOMICS THE INCUMBENT WILL BE RESPONSIBLE FOR DIVISIONAL POLICY DEVELOPMENT; FACILITATION OF THE IMPLEMENTATION OF DIVISIONAL POLICY; COORDINATION OF HOME-ECONOMICS ACTIVITIES; PREPARATION OF SUPERVISIONAL BUDGET; SUPERVISION OF HEADS OF SECTIONAL AND SUPERVISION AND TRAINING OF STAFF; HOME-ECONOMICS PROGRAMMES AND ASSUME PARTIAL OF FULL RESPONSIBILITIEDS OF THE DIRECTOR IN HIS/HER ABSENTISM.

   MAIN DUTIES

1 DIVISIONAL POLICY DEVELOPMENT

  • Prepares policy draft for Home Economics division for ultimate consideration of the head of department for guidance in the overall implementation of divisional activities.
    • Monitors the performance of the divisional policy to ensure its efficiency and effectiveness for easy implementation of activities.
    • Recommends the review and revision of the laws, rules and regulations governing nutrition in order to realign them with the changing environmental and developmental needs so as to enhance efficiency and effectiveness of the policy.
  • FACILITATION OF THE IMPLEMENTATION OF THE DIVISIONAL POLICY 
    • Develops and provides strategic framework and guidelines on the                                                     overall implementation of the divisional policy in order to facilitate its smooth     execution and accomplishment.
    • Develop the simplified and clearly stated manually on the divisional policy and systems to promote smooth implementation of divisional programmes and activities.
    • Assesses and revises the divisional policy in order to enhance its effectiveness, relevance and responsiveness to the ministerial and clientele needs.
    • Provides all necessary resources to the sectional staff members and ensures their accuracy in order to support and clear off possible obstacles to the implementation of the sectional programmes and projects.
    • Monitors and evaluates the overall performance of the developed strategic guidelines to establish and determine areas that requires some improvements in order to realign them accordingly to enhance their effectiveness and efficiency.
  • COORDINATION OF HOME-ECONOMICS ACTIVITIES
    • Compiles divisional annual work plan from sectional heads in order to rationalize allocation of resources.
    • Liaise with both local and international to ensure and facilitate consistency, mutual support, and synchronic implementation of   home economics programmes as well as to avoid duplication of efforts and waste of resources.
    • Participate at the  home economics related meetings seminars and conference both locally and internationally to facilitate adherence to both local and international standards norms and procedures
    • Holds meetings with heads of sections in the planning of their sectional activities in order to ensure harmonization and mutual support in the implementation of the programmes and projects.
    • Liaises with heads of divisions within the ministry to identify programmes/activities that could be jointly implemented and to ensure absence of conflicting interests, which could hamper the implementation, and success of divisional programmes at implementation level
  • PREPARATION  OF THE DIVISIONAL BUDGET
    • Interprets and enforces the budgetary guidelines on an annual basis to ensure that they are well understood and adhered to.
    • Holds meetings with heads of sections to set in the preparation of the divisional budget to ensure that the process is completed well on time.
    • Checks and verifies the sectional budget prepared by the heads of sections to ensure that they are in line with the provided guidelines and the annual work plan.
    • Negotiates and justifies the divisional budget at the departmental level budget discussion in order to ensure the necessary funds to finance the divisional activities.
  • SUPERVISION AND TRAINING OF THE STAFF
    • Holds regular meetings with the sectional heads under his or her supervision to facilitate planning and reporting of the divisional activities.
    • Convenes quarterly meetings with individual supervision to review progress and accordingly approves the required and necessary revisions in their operational work plans so as to provide the required resources for their achievement.
    • Assign duties and Conducts the annual performance appraisal on the individual supervision to assess their performance so as to identify their success, failures, training and development needs in order to provide the necessary support.
    • Identifies the training needs of the individual supervisees and establishes the strategies to guide on their training and development so as to promote their capacity, competence, efficiency and effectiveness and provide in service to upgrade the competence of the staff.
    • Monitors and evaluates the post training and development performance of the undertaken training and development programs and determines the necessary action to maintain good skills and upgrade as necessary.
  • ASSUME PARTIAL OF FULL RESPONSIBILITIES OF THE DIRECTOR OF NUTRITION AND HOME ECONOMICS IN HIS/HER ABSENTISM
    • Holds regular meetings with nutrition staff to facilitate planning and reporting of the departmental activities.
    • Convenes quarterly meetings with heads of department to review progress and accordingly approves the required and necessary revisions in their operational work plans so as to provide the required resources for their achievement.
    • Identifies the training needs of the individual supervisees and establishes the strategies to guide on their training and development so as to promote their capacity, competence, efficiency and effectiveness and provide in service upgrading the knowledge.
    • Monitors and evaluates the post training and development performance of the undertaken training and determines the necessary action to maintain good skills and upgrade as necessary.

JOB SPECIFICATION

  • Master’s Degree in nutrition and home economics/Consumer Sciences

                                    OR

  • BSc in nutrition and home economics/Consumer Sciences

EXPERIENCE

  • Three years (3) working experience in nutrition and home economics for Master’s Degree holders
  • Five years (5) working experience in managerial position.
