TITLE: HMIS Officer
REPORTS TO: HMIS/SI Specialist
DEPARTMENT: Programs – Makoanyane Integrated HIV services
Location: Maseru

OVERALL JOB FUNCTION:
HMIS Officer will contribute to PSI’s effort in strengthening Ministry of Health (MOH) capacity establishing robust national Health Management Information System (HMIS) through technical assistance and skills transfer at Makoanyane Military Health facilities. HMIS Officer will support Makoanyane in the development and implementation of electronic register (eRegister) and other health information systems and in conducting training and mentorship for the users of these systems. At district and facility level, the HMIS Officer will assist Makoanyane Military health facilities in conducting training and mentoring of systems users.

RESPONSIBILITIES:
In accordance with MOH HMIS operational plans and under the direct supervision of the PSI HMIS/SI specialist, the incumbent is responsible for, but not necessarily limited to the following:

 Contribute towards MOH/PSI in strengthening the HMIS and its performance at Makoanyane Military Health facilities through provision of Technical Assistance (TA) in the implementation of eRegister and related health information systems

 Provide TA to Makoanyane Military Facilities in troubleshooting and maintenance of hardware being used for eRegister and other health information systems implementation

 Work closely with system development team and assist in further customization of eRegister and related health information systems

 Contribute to the development and updating of standard operating procedures (SOP) and other relevant documents for eRegister and related health information systems management, maintenance and troubleshooting, and to enhance collection, analysis and use of quality data

 Contribute to develop and update of eRegister and other health information systems training curriculum and training materials

 Provide TA to Makoanyane Military health facilities in organizing and facilitating eRegister and related health information systems user’s training

 Provide TA to Makoanyane Military Health facilities in regularly mentoring of eRegister and related health information systems users at facility level.

 Carry out other duties and responsibilities as assigned

 Troubleshoot and resolve technical or network problems for Makoanyane Military Health facilities.

 Develop and implement solutions for system processing efficiency improvement.

 Identify, isolate, and define network environment issues and recommend solutions.

MINIMUM REQUIREMENTS:

 Bachelor’s degree in health informatics or related discipline (information technology, computer science, statistics, health informatics, public health, etc.)

 Must have minimum of 2 years’ experience in health management information system, development administration, maintenance or implementation

 Good understanding of object-oriented programing languages and frameworks (Java, HTML/CSS/JavaScript, Spring, Hibernate, and related development frameworks

 Conversant of Lesotho’s public health sector and health information system

 Ability to work and learn from a team of technical experts with varied background; health information system developer, health care service providers, etc.)

 Demonstrated ability to work sensitively and compassionately with a diverse range of clients, including highly marginalized and stigmatized population

 Ability to work with stakeholders, including leaders, technical professionals, and government and non-government representatives

 Good oral and written communication skills

 Capacity to manage difficult working situations

 Ability to work with minimal supervision and maximum accountability and attention to detail,

 Good computer skills, particularly in Microsoft Office package software (Word, Excel, PowerPoint etc.) and open source software
