SUMMARY: HIV Self Testing

The Government Lesotho(GOL) through the Ministry of Health(MoH) has adopted the WHO guidelines on HIVST and Partner notification strategy; in July 2017, World Health Organization (WHO) prequalified the HIV Self-Test (HIVST) Kit (OraQuick). Lesotho had included the HIV Self Testing in the National HIV Testing Services Policy and Guidelines 2017.  HIV Self Testing is one innovative strategy which will assist the HIV Testing program to identify clients who are less likely to utilize provider delivered HTS(PDHTS).

The HIVST counsellor will supervise closely the distribution of HIVST kits through different distribution models. He or She will ensure that HIVST is delivered to the target populations through appropriate models. The HIVST Counsellor will ensure that HIVST positive clients are confirmed and linked into care and treatment.

This position is based in Maseru PSI head Quarters with frequent travel throughout 10 districts of Lesotho and reports directly to the HIVST Coordinator.

ROLES & RESPONSIBILITIES:

Responsibilities include, but are not limited to:

Supervision and support

  • Oversee HIVST community related demand creation and distribution
  • Provide supervisory support to HIVST IPC & distributers through de-briefing sessions and ongoing support and advice.
  • Participates in mobilization and planning of HIVST promotions
  • Ensure that distribution of HIVST models are all in place for easy access of the HIVST to the population in need.
  • Maintain staff scheduling of IPC/ HIVST distributers to ensure that sufficient distribution of HIVST kits is done on daily bases
  • Collaborate with CSO to ensure that the messaging of HIVST is relevant to different populations
  • Work closely with the community groups to ensure easy distribution of the HIVST kits
  • Provide on-the-job training to new HIVST IPC/distributers including temporary and volunteers. Identify IPC/distributers performance gaps, training needs and provides technical support to promote efficiency.
  • Ensure the availability of HIVST kits at all times through tracking of the stock levels amongst the IPC/distribution teams
  • Assess and assist IPC/HIVST distributers to map the area for distribution of HIST distribution.
  • Be innovative in identifying gaps in HIVST implementation Collaboration and Partnership
  • Work in consultation with Research department to identify performance gaps for HIVST distributors
  • Collaborate with community gate keepers and relevant community based organizations for community service delivery
  • Participate in district meetings as allocated by the district HIVST coordinator

 

Quality Assurance

  • Ensure the validation of HIVST kits is done on every new test kits Lot.
  • Ensure that SOP standards are met in daily HIVST service delivery.
  • Perform spot-checks and sit-ins and document to ensure quality and to identify gaps
  • Ensure quality assurance of data entry in collaboration with Research Department

 

EDUCATIONAL QUALIFICATIONS AND WORK EXPERIENCE:

  • Degree in Health Sciences, Counseling and Psychology with HTS experience.

 

KEY COMPETENCIES:

  • Ability to work according to PSI Lesotho Prime competencies
  • Training of trainers, supervision and/or management experience in field of counseling
  • Demonstrate knowledge of health and social services sector
  • Understanding of reproductive health issues, especially HIV/AIDS
  • Demonstrated ability to work sensitively and compassionately with a diverse range of clients, including highly marginalized and stigmatized populations
  • Fluency in English and local language
  • Computer literacy preferred
