Background:

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has worked in Lesotho since 2004 and with PEPFAR support, rapidly scaled up a district approach model for comprehensive HIV service delivery in all ten districts and supported central-level activities in partnership with the MOH and local Civil Society Organizations (CSOs).

Job Summary

The HIV Medical Officer will serve as an HIV care and treatment (C&T) specialist within Berea in order to contribute to the increase in the number of people living with HIV on antiretroviral treatment (ART) and the quality of the care they receive.  He/she will primarily provide direct clinical care for HIV and TB patients at their designated health facility with a focus on providing comprehensive care that encompasses HIV and TB prevention, care, treatment and support. They will also provide technical/programmatic support to their assigned health facility in order to continuously improve the quality of care provided. Such technical/programmatic support will include, but not be limited to, giving trainings to staff, providing clinical mentorship, and supporting the improvement of services to address identified gaps.

S/He will work with the EGPAF Senior HIV Care and Treatment Advisor to ensure that health care providers are well equipped with skills to appropriately manage infants, children, adolescents and adults living with HIV according to national and international standards.
 

Job Responsibilities/Essential Duties:

  • Provides direct clinical care to patients in corners/clinics where HIV and TB services are typically provided, such as ART corners, TB clinics, and MCH clinics, with a focus on complicated/difficult cases given their clinical training.
    • If assigned work station is a hospital, provide clinical support and consultation for complicated patients with HIV and TB admitted to the hospital
  • Provides clinical mentorship and supportive technical/programmatic assistance (TA) regarding the HIV and TB programs at their assigned facility. Areas for providing technical assistance include, but are not limited to:
    • Improving HIV and TB case finding at all service delivery points in their assigned health facility, including community outreach services
    • Strengthen linkages from HIV testing services and HIV and TB prevention, care and treatment services, including improving their assigned health facility’s referral systems
    • Increasing HIV, TB, and PMTCT patients’ adherence and retention in care through improved patient filing and tracking and strategies designed to better retain patients
    • Improving patient flow within clinics so as to reduce waiting times, increase the number of patients seen, and enhance patient satisfaction
    • Improving the quality and completeness of documentation of HIV and TB services provided to patients
    • Providing trainings and clinical mentorship related HIV and TB
  • Supports the DHMT with district-level HIV/TB health systems strengthening activities as requested/needed, such as trainings, clinical mentorship and supportive supervision,
  • Works with their assigned facility’s leadership to review HIV and TB data trends and implement changes in order to improve the HIV and TB programs,
  • Compile monthly and quarterly program implementation reports,
  • Work harmoniously with other EGPAF district team staff to carry out the agreed upon STAR-L project workplan. The EGPAF District Technical Advisor supporting the HIV Medical Officer’s assigned facility will be their primary EGPAF contact point within the district.
  • Perform any other duties as may be assigned by the EGPAF STAR-L Program Director, Director of Technical Services, and Senior HIV Care and Treatment Advisor

Required Qualifications

  • Medical Degree,
  • Post-graduate qualification in HIV clinical management an added advantage

Experience:

  • Extensive clinical experience in care of HIV-infected adults and children in settings like Lesotho
  • Experience in HIV and TB-project management of public health programs
  • Experience in the development and implementation of quality improvement / quality improvement tools and -systems in developing countries an added advantage

Knowledge, Skills, and Attributes

  • Excellent communication and writing skills
  • Excellent collaboration and partnering skills in a teamwork environment
  • Ability to manage multiple priorities and projects while working as part of a team
  • Track record of the ability to work independently and as part of a multidisciplinary team
  • Fluency in English; knowledge of one or more local languages is an added advantage;
  • Good interpersonal, verbal, written and communication skills
