The Ministry of Health has received support from Center for Disease Control (CDC) under the project title “Strengthening  Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho”. The Ministry is looking for a suitable candidate for the position of HIV/AIDS Treatment and Care Officer.

JOB TITLE: HIV/AIDS TREATMENT AND CARE OFFICER

REPORTS TO: HIV & AIDS MANAGER

JOB PURPOSE: TO IMPROVE DELIVERY OF HIV/AIDS CLINICAL SERVICES WITHIN THE HEALTH SYSTEM.

OBJECTIVE:

  1. To improve HIV and AIDS service delivery nation-wide by improving retention to care and viral load suppression, so as to reduce HIV related morbidity and mortality among people living with HIV (PLHIV) in Lesotho.
  2. To improve the HIV program supportive supervision and mentorship of health care workers providing HIV services in Lesotho.
  3. To reduce HIV incidence in Lesotho by scaling up HIV prevention services provision among the general population (Voluntary Male Medical Circumcision-VMMC, Pre-exposure prophylaxis-PrEP, Condom use and distribution.)
  4. To improve HIV impact indicator monitoring so as to support evidence based development of policies, guidelines and standard operating procedures.

ROLES AND RESPONSIBILITIES:

Under the general supervision of HIV & AIDS Manager, HIV/AIDS treatment and care officer is responsible for;

  • Supporting the development of HIV and AIDS strategies, clinical policies, guidelines and training materials.
  • Supporting scale up of Advanced HIV disease care, Differentiated HIV service delivery, HIV drug resistance prevention, response and management and any other priority programmatic objectives nation-wide.
  • Facilitation of HIV & AIDS trainings for healthcare workers (Advanced HIV disease, HIV drug resistance, pediatrics HIV treatment and care, differentiated HIV service delivery and any other HIV trainings.
  • Supporting joint district HIV & AIDS clinical supportive supervision. Compiling quarterly joint supportive supervision reports with recommendations and action plan.
  • Compiling monthly national ART advisory committee meeting report. Supporting the compilation of annual HIV Drug Resistance report.
  • Conducting monthly HTS and Clinical and HIVDR early warning indicator progress presentations.
  • Supporting the development of HIV social behavioral change communication messages. Publish at least one HIV prevention, treatment and care article in the newspapers quarterly.
  • Supporting the development of National HIV funding proposals.
  • Any other tasks assigned by supervisor.

KEY PERFORMANCE OUTPUT:

  1. Quarterly HIV supportive supervision reports with recommendations and action plans.
  2. Monthly National ART advisory committee reports.
  3. Annual National HIV Drug Resistance report.
  4. Monthly HIV program indicator progress presentations.
  5. Biannual HIV training report.

QUALIFICATIONS AND JOB EXPERIENCE:

  • Medical Doctor-Bachelor of Medicine and Surgery (MBChB or MBBS).
  • Registration with the Lesotho Medical, Dental and Pharmacy Council.
  • A minimum of 5 years post medical internship experience.
  • Demonstrated experience facilitating and conducting healthcare worker trainings, supportive supervision and mentorship.
  • Preferably a local candidate

SKILLS AND COMPENTENCIES:

  • Strong verbal and written communication skills.
  • Can work under pressure.
  • Strong interpersonal skills.
  • Ability to lead and make independent decisions.
  • Capable of conducting HIV research and analysis of program impact indicators.

RANGE/CONTEXT VARIABLE:

  • Ministry of Health Headquarters/all districts.
  • Work beyond working hours and weekends as needed.

Duration and Remuneration:

This position is for (1) year period and it is renewable based on performance and availability of funding.

The salary for this position is market related, but will also be commensurate with requisite qualifications and experience.
