Management Sciences for Health (MSH) is seeking a Health Management Information Systems (HMIS) Lead for a potential MCC funded 5 -year contract in Lesotho. The purpose of the program is to provide technical expertise and support to the MOH to achieve improved health outcomes by strengthening the Lesotho primary health care system. This will be done by improving the quality and availability of essential primary health services, improved management capacity of DHMTs to plan and deliver PHC services and improved services through better data use for decision making at the DHMT level. In addition, a core function will be to ensure DHMT capacity building and PHC capacity building includes Gender Based Violence clinical treatment and response protocols are in line with the requirements of the Domestic Violence Bill envisaged to be passed in June 2022.

OVERALL RESPONSIBILITIES

The overarching MCC HSS Project has allocated a significant amount of funding to training and change management to build capacity within the MOH, DHMTs and other relevant institutions to promote the use of HMIS, to sustain the operations benefits of improved clinical care and management of finance, planning and human resources.

SPECIFIC RESPONSIBILITIES

  • Support efforts within health section to align and integrate all HMIS systems with DHIS2
  • Assess the functionality of the HMIS system, support the integration of other existing platforms, and ensure that system architecture is sustainable, optimized for increased efficiency and expanded analysis.
  • Implement awareness campaigns to ensure all stakeholders are aware of what information the system can provide and how this can assist in their daily activities
  • Implement capacity building activities to across all levels MOH, DHMTs, Health Facilities, and other relevant stakeholders to ensure accurate and consistent data input and use.
  • Support the GOL/MOH to ensure one HMIS is used for government supported health provision and that the DHIS2, in particular, can meet the data needs of donors and implementing partners
  • Support the GOL/MOH to develop a policy that mandates the use of its approved HMIS with donors and other implementers.
  • Work closely with the Digital Health Implementation project to ensure the referral system requirements are met by the software and/or applications available using the current HMIS.
  • Ensure the revised referral system can accommodate referrals both within the health system and, in the case of GBV services, external to the health system (with social services, law enforcement and other services).
  • Work with the Digital Health Implementation project to assess the feasibility of creating a link between financial systems and other components of the HMIS, notably DHIS2.
  • Support the PFM Lead in the development of a final implementation plan for IFMIS use by the DHMTs and hospitals.
  • Bachelor’s degree in public health, statistics/ economics or computing, or a related field. (Master’s degree in similar fields highly preferred).
  • Experience in the design, development, or implementation of HMIS systems in resource limited environments
  • Minimum of six (6) years of experience in database management, web based applications or any other field related to information management.
  • Significant experience designing and managing data collection systems.
  • Experience managing and supervising HMIS and data handling staff.
  • Demonstrated experience in capacity building of all HMIS stakeholders.
  • Excellent oral and written communication skills and fluency in English.
