Location
The Consultant will be based in Lesotho or in the broader Southern African region. Travel to Lesotho and 5 days of lodging in Lesotho will be covered by this contract.
What will you do?
Bixal is looking for an independent consultant to support a communications market analysis and communications products specifications assignment in support of Millennium Challenge Corporation health communications procurement in Lesotho.
The consultant will work a total of 14 days with an option of extension, including 5 days in Maseru, Lesotho.
Important Note:
This call for consultants will remain open until the position is filled. We would like to identify a consultant by February 15, 2023.
Ideally, the consultant would plan to travel to Maseru, Lesotho, in late February or March 2023 to meet with the Ministry of Health’s health education team and other stakeholders. The end date for this consultancy will be determined upon the signature of the contract.
Responsibilities:
- Work closely with the support of a US-based health communications specialist to complete deliverables.
- Develop a detailed list of communications products needed by Lesotho’s Ministry of Health (MOH).
- Spend 5 days in Lesotho, gathering information about health communications products currently used by the MOH and partner organizations (local and international nongovernmental organizations) in Lesotho.
- Produce a detailed list of products with specifications on the quantity needed for each product, paper size/weight and desired printing and binding techniques for printed documents, and audio/video file specifications.
- Conduct market research in Lesotho and in the Southern African region to understand who is producing health communications materials, how their contracts are structured, how governments procurement health communications materials.
- Produce a market analysis report on Southern African health communications firms, government procurement mechanisms, and contract structures, including a list of at least 20 communications firms capable of managing the production of, producing, and shipping the following: health education posters, pamphlets, health facility registers, community health worker job aids, video clips, audio clips, and social media graphics.
Qualifications:
- Minimum five (5) years of experience in communications, including experience in development and production of communications materials
- Deep knowledge of the communications market in Southern Africa, including understanding of the production of communications products (printing, recording, etc.) in Southern Africa
- Demonstrated experience working independently
- Strong problem-solving and networking skills
- Excellent verbal and written communication skills.
- Previous work in Lesotho and extensive knowledge of local context and key stakeholders preferred.
