VACANCY ANNOUNCEMENT

Background Information

The Government of Lesotho, through the Ministry of Natural Resources, has established a Project Implementation Unit (PIU) to oversee implementation of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II).

The main objective of LLWDP-II is to provide access to water supply and sanitation services and improve the reliability and sustainability of water supply in:

  • Zones 2 and 3 (Hlotse and Maputsoe) in Northern Lesotho
  • Zones 6 and 7 (Mafeteng and Mohale’s Hoek) in Southern Lesotho

The Project requires the services of a suitably qualified Lesotho National to fill the position of:

Job Title

Health and Safety Specialist

Job Purpose

To identify and evaluate workplace hazards, implement policies and procedures that promote safe and healthy working conditions, conduct training programmes for employees on safety policies, procedures and regulations, inspect equipment and work areas, and investigate accidents and incidents to determine causes and prevent recurrence.

Reporting Line

The incumbent will report to the Deputy Project Manager.

Overall Duties and Responsibilities

Risk Assessment and Hazard Control

  • Compile regular reports on the status of risk assessments, contractors’ compliance with health and safety requirements, incidents, deviations, and other project-related health and safety matters.
  • Assess and carry out site inspections to determine hazardous situations, accident-prone sites, and activities, and implement safety measures to reduce risks.
  • Evaluate the significance of hazards and risks and determine proper disposal and management methods for hazardous waste in collaboration with the Environmental Safeguards Specialist.

Policy and Procedure Development

  • Recommend and identify gaps in the implementation of Occupational Safety and Health (OSH) guidelines by contractors and LLWDP-II.
  • Create and maintain a project Occupational Health and Safety (OHS) database showing resolved and ongoing OHS cases.
  • Draft OHS policies, prepare site safety work plans and cost estimates, develop incident and accident reporting procedures, prepare site inspection checklists, and create awareness materials.
  • Provide technical support to suppliers and LLWDP-II staff in planning, designing, and implementing OHS programmes.
  • Prepare, review, and monitor contractors’ and subcontractors’ Occupational Health and Safety Plans, Incident Investigation Plans, Emergency Response Plans, and Firefighting Plans.
  • Prepare and periodically update the Project Occupational Health and Safety Plan.

Incident Investigation

  • Prepare claims for accident victims in accordance with the Workman’s Compensation Act.
  • Conduct audits to evaluate the effectiveness of health and safety systems and procedures and recommend improvements.
  • Inspect contractors’ temporary facilities and prepare accident and incident reports, ensuring implementation of recommendations.

Compliance Monitoring

  • Ensure compliance with the Labour Act 2024, Occupational Health and Safety Act 2024, and applicable international conventions ratified by Lesotho.
  • Report occupational accidents and dangerous occurrences to the Labour Commissioner as required by law.
  • Review contractors’ monthly Health and Safety performance reports and compile monthly Project Health and Safety reports for submission to the Deputy Project Manager.
  • Prepare monthly, quarterly, and annual compliance reports in accordance with the Project Health and Safety Management Plan (HSMP) and Environmental and Social Commitment Plan (ESCP).
  • Ensure Occupational Health and Safety requirements contained in the ESIA, ESMP, European Union Environmental Health and Safety Guidelines, World Bank Environmental Health and Safety Guidelines, ESS2 on Labour and Working Conditions, Labour Management Procedures, Labour Act 2024, ILO Guidelines, and other internationally accepted standards are incorporated into project implementation.
  • Ensure contractors comply with OHS provisions contained in contracts, the Environmental and Social Management Framework (ESMF), and ESIA/ESMP requirements during construction activities.
  • Ensure all Health and Safety policies, procedures, rules, and regulations are adhered to, reviewed, updated, and effectively communicated.

Training and Development

  • Assist in documenting good practices, preparing reports, videos, and other project knowledge-sharing materials.
  • Support capacity building for LLWDP-II and contractors in assessing and managing health and safety risks.
  • Develop and deliver Occupational Health and Safety (OHS) and Construction Health and Safety (CHS) training programmes.
  • Identify training and capacity-building needs related to Occupational Health and Safety.
  • Develop and implement a capacity-building strategy within available project resources.

Job Specification

Applicants must possess:

  • Bachelor’s Degree (B.Sc./B.Tech) in Environmental Health and Safety, Environmental Science, Occupational Health and Safety, Civil Engineering, or a related field.
  • International professional certifications such as:
    • NEBOSH International Construction Certificate
    • SAMTRAC or equivalent OSHM certification
    • ISO 14001 and ISO 45001 Environmental and Health & Safety Auditing certifications
  • Knowledge of:
    • World Bank Environmental and Social Framework (ESF)
    • Lesotho national legislation
    • FIDIC Conditions of Contract
  • A valid driver’s licence.
  • A clean driving record.
