POSITION TITLE: HEAD_PROJECTS AND STRATEGY MANAGEMENT
REPORTS TO: PRINCIPAL OFFICER/CHIEF EXECUTIVE OFFICER

The Public Officers’ Defined Contribution Pension Fund (PODCPF) invites applications from suitably qualified and experienced candidates for the position of Head, Projects and Strategy Management.

This senior leadership role is responsible for driving the Fund’s strategic initiatives, ensuring effective implementation of the strategic and operational plans, managing key projects and promoting innovation and continuous improvement. The incumbent will provide overall strategic governance for projects, strengthen risk and compliance management, enhance stakeholder relations and support the Fund’s long term sustainability through high quality monitoring, evaluation and reporting.

Key Duties Responsibilities

  1. Strategic Planning and Implementation
    • Lead the development, review and implementation of the Fund’s strategic Plan and annual operational plans.
    • Ensure alignment of divisional operational plans with annual budgets and performance indicators and strategic priorities.
    • Provide advisory support to the Principal Officer, Executive Management, and Board of Trustees on strategy and project matters.
    • Lead the development of the Fund performance management framework and coordinate periodic performance reporting, dashboards, and monitoring of key performance indicators across all divisions.
  2. Project Management and Operational Efficiency
    • Lead the planning, execution and closure of strategic projects within budget and approved timelines.
    • Develop project management guidelines, Terms of Reference, schedules and resource plans.
    • Drive business process improvement initiatives and innovation to enhance operational efficiency.
    • Oversee the quality management system (QMS) and ensure service quality assurance across the Secretariat.
  3. Governance, Risk, and Compliance
    • Monitor compliance with relevant legislation and pension fund regulations.
    • Guide the development, review and implementation of risk management policies and protocols.
    • Oversee compliance with the guiding policies, protocols and regulations across divisions.
    • Report on the Fund’s risk exposure and ensure timely implementation of mitigation measures.
    • Stay abreast of developments in the Pension Funds industry on a national, and international landscape to support continuous improvement.
  4. Stakeholder Management and Communication
    • Build and maintain productive relationships with internal and external stakeholders.
    • Oversee the implementation of the Fund’s communications strategy including digital platforms and member self-service solutions.
    • Lead the development of and implementation of a cohesive Corporate Communications and Stakeholder engagement strategy and plan.
    • Oversee preparation and management of all communications material across platforms.
    • Coordinate the drafting of Annual Reports relating to the performance of the Fund.
  5. Research, Innovation, and Business Improvement
    • Undertake periodic research on industry developments to keep Executive Management and the Board of Trustees abreast on emerging issues to guide policy.
    • Recommend innovative tools, technologies and processes that enhance Fund operations and member experience.

Qualifications

Essential: Master’s degree in Strategic Management/ Business Administration/ Business Management/ Investment Management/ Project Management/ Economics or related fields
Added Advantage: Professional certification in Project Management, Data Analytics, Strategy, Governance or related areas

Experience

• Minimum Seven (7) years’ work experience, at least five (5) of which are at managerial level.
• Proven experience in successfully implementing strategic projects.
• Demonstrated ability to develop strategic frameworks, dashboards, and performance reporting mechanisms.
