We have an outstanding opportunity for a Head of Strategy, Evaluation and Learning in our Strategy, Portfolio, Partnerships and Digital Division (SPPD).

Reporting to the Senior Director – SPPD, the successful candidate will provide technical advice, leadership and guidance on issues relating to organisational strategies, performance reporting, monitoring and evaluation. The post-holder will also manage a diverse team of experienced professionals and consultants, and provide guidance and mentorship in the delivery of their objectives.

Other responsibilities entailed in this role include (but are not limited to):

  • Leading on the design, planning and implementation of the organisational Monitoring, Evaluation and Learning Strategy. As part of this, the post-holder will be required to lead on the design and implementation of an impact assessment methodology and toolkit;
  • Advising on and providing technical support in the design and development of the organisational Strategic Plan, providing evidence to effectively link evaluation with strategy development and planning;
  • Designing and providing oversight in the implementation of evaluation standards and guidelines in line with international standards;
  • Leading on the design, planning and implementation of the Secretariat’s evaluation programme, in line with the Secretariat’s Evaluation Strategy, ensuring the independence of evaluation studies within the organisation;
  • Developing and implementing the organisational learning strategy. This will include establishing and maintaining evaluation and learning platforms which anchor the engagements on evaluation findings, organisational learning and innovative research.

To be considered, you must hold a post-graduate degree in Development Evaluation, Development Studies, Management, Statistics, Development Economics, International Development or a relevant social sciences discipline. Candidates must also have at least ten years’ international experience in managing programmes and projects; planning; and results-based management, gained in an intergovernmental or development context. Demonstrable experience of designing and implementing impact assessment on development programmes and extensive knowledge and experience with multilateral institutions involved in the design and implementation of impact assessment is also required.
