The Petroleum Fund is a statutory organisation under the Ministry of Finance and Development Planning, established through Legal Notice No. 96 of 1997 under the Finance Order of 1988. The Fund is mandated to ensure the security of supply of petroleum products within Lesotho. Governance is provided by the Board of Directors, while day-to-day operations are managed by the Secretariat, headed by the Chief Executive Officer.
The Fund invites applications from suitably qualified Lesotho Nationals for the position of:
Job Title: Head of Projects
Reports To: Chief Executive Officer
1. Purpose of the Role
The Head of Projects will provide integrated direction, management, and leadership for projects impacting the Petroleum Fund and the broader petroleum sector in Lesotho. The incumbent will lead strategic initiatives, develop actionable recommendations, and drive the execution of institutional priorities to support the Fund’s growth and operational efficiency.
2. Key Tasks and Responsibilities
- Collaborate with the CEO and Senior Management Team to develop and implement the Fund’s strategic direction.
- Lead project planning and execution across the petroleum sector.
- Identify and mitigate project risks.
- Develop business prospects through economic analysis and operational review.
- Design and oversee project contracts.
- Coordinate project audits and ensure compliance with legislative protocols.
- Monitor contractor performance against KPIs and timelines.
- Conduct project reviews and prepare detailed reports for the Executive, Board Committees, and the Board.
- Evaluate and operationalise new projects, including resource management and growth strategies.
3. Educational Qualifications and Work Experience
- Master’s Degree in Project Management, Engineering, Planning, or Business Administration (MBA) with at least 5 years of relevant experience;
OR - Bachelor’s Degree in the above fields with a postgraduate qualification in Project Management and at least 10 years of experience in a similar role.
- Experience in the Petroleum or Energy Sector is an added advantage.
- Proven leadership and management experience in complex, multidisciplinary projects.

5. Remuneration
The Petroleum Fund offers a competitive remuneration package under a five (5) year performance-based contract.
