Job Summary
The Head of Policy and Advocacy will lead the development and execution of WINGS’ policy and advocacy agenda. The role requires anticipating emerging trends impacting philanthropy, providing strategic policy insights, and designing advocacy initiatives that enhance philanthropy’s influence in global policy discussions and forums. Working closely with WINGS’ policy and advocacy team and the broader network, this role will streamline advocacy efforts, support research-driven policy engagement, and position WINGS as a key global voice in the sector.
Key Responsibilities
Strategy Development & Implementation
- Develop and implement WINGS’ policy and advocacy strategy in alignment with organizational priorities and global developments.
- Identify and articulate policy trends affecting philanthropy and civil society, providing strategic insights and actionable recommendations.
- Oversee and develop policy positions, reports, and briefings that strengthen WINGS’ advocacy efforts and influence relevant decision-makers.
- Track and measure the impact of policy and advocacy efforts to improve effectiveness.
Advocacy & External Engagement
- Lead strategic advocacy initiatives to strengthen the enabling environment for philanthropy and participation in key multi-stakeholder forums such as:
- United Nations (UN)
- Global Partnership for Effective Development Co-operation (GPEDC)
- G20
- Financing for Development (FfD) forums
- Finance in Common
- Cultivate and manage relationships with policymakers, government agencies, multilateral organizations, and key stakeholders.
- Represent WINGS in high-level policy dialogues, coalitions, and international forums, leading member delegations at key events.
- Support capacity-building efforts to enhance WINGS’ members’ policy engagement and advocacy skills.
Leadership & Collaboration
- Lead and manage the policy and advocacy team, fostering a professional and collaborative work culture.
- Ensure team alignment with WINGS’ values and strategic objectives.
- Collaborate with internal teams to integrate policy and advocacy efforts into broader WINGS programs and communications.
- Support locally-led and collaborative policy advocacy efforts across WINGS’ geographically, economically, and politically diverse global network.
- Translate research findings into actionable policy recommendations.
Requirements
This is a fully remote consultant position (40 hours per week). Candidates can be based anywhere in the world.
Qualifications & Experience
- Advanced degree in Public Policy, Political Science, International Relations, International Development, Global Economy, Development Finance, or a related field.
- Minimum 7 years of directly relevant professional experience in philanthropy, international cooperation, or civil society.
- Strong understanding of global policy frameworks and regulatory environments affecting philanthropy, including:
- Multistakeholder collaboration for development
- Financing for development (e.g., blended finance)
- Development banks and multilateral organizations (experience in these areas is an asset).
- Proven policy analysis, advocacy, and strategic influence experience at an international level.
- Demonstrated ability to engage with high-level stakeholders, including policymakers, multilateral organizations, and civil society leaders.
- Strong research and analytical skills to assess global policy trends and provide strategic insights.
- Excellent oral and written communication skills, with the ability to translate complex policy issues into compelling narratives.
- Experience in team leadership and management, including performance oversight, strategy development, and cross-organizational collaboration.
- Strong organizational skills, including planning, monitoring, and budget management.
- Fluency in English is required; proficiency in other languages is an asset.
- Ability to work independently and collaboratively in a dynamic, international environment.

Compensation
💰 USD 63,000 – 75,000 per year, based on factors such as the applicant’s geographic location and experience.
