POSITION: Head of Development Planning
GRADE: K
RESPONSIBLE TO: Principal Secretary
CONTRACT: 3 Years Renewable Contract (Not More Than Three Terms)
JOB SUMMARY
Under the general supervision of the Principal Secretary, the Head of Development Planning shall be the Chief Planner and Chief Economic Advisor to the Government of Lesotho on all matters pertaining to socio-economic planning and development. S/he shall have the overall responsibility for managing and ensuring that the performance of Planning Cadre is in line with policies set by the Government of Lesotho in the determination and implementation of the national development agendas.
KEY RESPONSIBILITIES OF THE POSITION
The Head of Development Planning shall be responsible, but not limited, to the following:
- Provide leadership in the formulation of national medium to long-term development policies and strategies.
- Provide leadership in designing the Cadre’s vision and implementing changes which will lead to performance improvement.
- Ensure that the Cadre’s plans and budgets are timely prepared and approved.
- Ensure that effective management systems, procedures, and financial controls are in place to make the most efficient and effective use of resources.
- Ensure that manpower needs are met through appropriate recruitment, remuneration, promotions, staff development, deployment, and discipline policies, procedures, and systems without compromising the Cadre’s viability.
- Oversee the implementation of National Strategies, policies, and development plans.
- Ensure that all members of the Cadre are well capacitated in all socio-economic planning processes.
JOB SPECIFICATION
Minimum Qualifications
- A minimum qualification of a BA in Economics plus a Master’s Degree in Economics.
Experience
- A minimum of fifteen (15) years’ experience at senior management level in the area of economic planning and development.
Additional Requirements
- Must have experience and knowledge of corporate governance.
