Purpose:
• The Head of Department of Payments and Settlements is responsible to organise and direct the Bank’s Payments and Settlements Department such that it effectively enables the Bank to achieve its goals and objectives of provision of an efficient operation of the national payment and settlement systems.

Areas of responsibility include:
• To provide vision and leadership for the development and modernisation of payment and settlement systems in Lesotho
• To provide leadership towards attainment of efficient and effective planning, resourcing, organisation, governance, controls and risk management operations of the Department.

The Candidate will be required to perform:
• Provide strategic leadership of the Department to ensure the achievement of the departmental objectives
• Develop and implement payment strategies and policies that promote the establishment, regulation and supervision of efficient and effective payment, clearing and settlement systems, as provided for in the legal frameworks
• Lead continuous modernization efforts of clearing, payments and settlement systems internally and nationally
• Formulate and implement appropriate payment and settlement system policies, standards and frameworks, in line with international best practices
• Ensure the provision of appropriate disaster recovery and business continuity measures for internal and national payment and settlement systems
• Report to and provide technical advice to Management and external payment and settlements committees

All candidates wishing to apply should have the above stated behavioural competences and the following minimum qualifications:
• A Master’s degree in Information Systems, Information Technology, Computer Science or Commerce
• Ten (10) years relevant experience in a payments or ICT field, of which five (5) years at a senior managerial level.
