Head Non-Banks Supervision Division: Ref: HNBS
(Five years Fixed term contract)

The incumbent is responsible for supervision and regulation of the credit market and the Non-Banks Financial Institutions (NBFIs) Sector to maintain a financially sound and solvent Non-Banks Sector that serves the public optimally. The incumbent will also lead the development and maintenance of the robust Credit Infrastructure.

Administrative Functions

  • Strategic Planning: Implements immediate and short-term objectives and plans associated with the operation of Non-banks Division.
  • Policies and Procedures: Implements operational policies and procedures to ensure compliance with NBFI operations.
  • Business Continuity Management: Advices and implements Non-banks Division – BCM recovery plan on critical areas.
  • Risk and Audit Assurance: Advises on key operational risk indicators and implements key control standards and formulates action plans to minimize the Bank’s exposure to fraud and losses. Provides required information for internal and external auditing purposes.
  • Administration and IT: Implements administrative processes, systems utilization and functionality as well as the reengineering of business processes to improve Non-banks division operations, as well as customer service.
  • Stakeholder Management and Communication: Interacts and represents the Bank locally on aspects related to Non-banks Division.

Technical Functions

  • Lead the review and development of the regulatory and supervisory frameworks.
  • Monitor and enforce compliance of NBFIs to the law.
  • Participate in policy interventions, strategies, and other national initiatives aimed at ensuring financial inclusion and developing the NBFIs sector.
  • Plan and lead the inspections of regulated entities.
  • Lead the development and maintenance of the credit infrastructure.
  • Lead the execution of offsite surveillance on NBFIs Sector.
  • Undertake onsite examinations on NBFIs.
  • Undertake licensing and registration of NBFIs.
  • Develop and undertake stakeholder engagement programs.
  • Lead the development and implementation of projects.

Qualifications

  • A minimum of Master’s degree in any of the following: Economics, Accounting, Finance, or related areas.

Work Experience

  • Seven (7) years’ experience in financial sector regulation environment, three (3) years of which should be at managerial level.
