LTDC invites applications from suitably qualified local candidates for the position of Head Finance and Administration.
Job Summary
Head Finance and Administration is responsible for the effective running of all support units including Finance, Procurement & Administration, Human Resources and IT.
Key Tasks and Responsibilities
• Develops the annual budgetary requirement aligned to the Corporation’s strategic objectives.
• Develops and delivers integrated Finance and administrative plans and strategies which are supportive to the Corporation’s performance.
• Ensures compliance with all legal statutory reporting requirements by providing management accounts on monthly, quarterly and annual basis.
• Carries out all the required statutory obligation in terms of external audits, taxation returns and employee taxes through the provision of annual basis.
• Establishes and maintains financial controls for internal management of expenses and incomes of the Corporation.
• Drives the Corporation’s budget process.
• Liaises with Ministry on issues of subvention funding and related reporting.
Human Resources
• Advices the Chief Executive and colleagues on the human resource and employee relations policies required by the Corporation in all areas HR management in order to uphold core value.
• Plans and directs human resource development, performance management and career management processes and programmes designed to improve individual and organisational effectiveness and to give employees the best opportunities to develop their abilities and careers in the Corporation.
• Develops reward management and remuneration policies, processes and procedures that attract, retain and motivate employees, are internally equitable as well as externally competitive, and operate cost‑effectively.
• Directs and controls the operations of the HR function to ensure that it provides cost‑effective services throughout the organization.
Administration
• Ensures that procurement and administration policies and procedures are adhered to.
• Oversees the proper and effective management of LTDC’s assets and facilities.
• Designs and updates administrative policies and procedures manuals.
• Oversees IT functions.
• Ensures that the Corporation’s fixed assets register is updated and well maintained.
Education and Qualifications
• MBA/CA/ or recognized post‑graduate professional qualification in the field of finance.
• LIA Membership and firm grasp of the Human Resources and Administration function will be an added advantage.
Professional Experience
• Seven (7) years relevant work experience with at least 5 years at senior managerial level with a strong financial background.
Personal Attributes
• Assertiveness and the ability to lead and direct are an absolute must.
• Sound understanding of Finance, HR, Corporate Governance and IT operations.
• Technology proficient (Pastel, Sage‑VIP, Word and Excel spreadsheet proficient).
• Excellent financial management skills.
• Excellent skills in management, supervision and communication.
• Ability to motivate staff.
