The Government of Lesotho through the Lesotho Millennium Development Agency (LMDA) is looking for highly qualified professionals with specialised skills to support the Health Facilities Maintenance Programme. JOB SUMMARY:
The officer is responsible for management and coordination of Environment and Waste Management and Emergency Transport programmes. The duties entails: contracts procurement and financial management; programme contracts management and administration; programme quality management (QA/QC); review and approval of programme’s deliverables; and coordinate with Ministry of Health on a day-to-day basis to effectively manage smooth running of the programme activities; Head Environment and Waste Management is also responsible for participating in LMDA policy development.

KPA 1: Policy Development and Implementation
KPA 2: Program Implementation Oversight (Maintenance Supervision)
KPA 3: Environment and Waste Management Compliance Monitoring/Auditing
KPA 4: Contract Planning, Development and Administration
KPA 5: Programme and stakeholder coordination
KPA 6: Reporting
SUPERVISORY RESPONSIBILITIES
Supervise two managers (EWM and ETS) as well as health and safety function for LMDA.
EDUCATION and/or EXPERIENCE
Advanced Degree in environmental management, project management or equivalent. A minimum of 10 years relevant experience in project management, environmental, social, and health and safety management. Ten years relevant experience in maintenance/construction projects of small to medium size. Ten years’ experience in senior management position. Five years’ experience in contract planning, development, and administration. Five years’ experience working on large and high pressure demand project.
COMPUTER SKILLS
Strong Computer skills with Microsoft Office (Word, Excel, PowerPoint, Access) applications or equivalent.
CERTIFICATES, LICENSES, REGISTRATIONS
The incumbent must have at least two (2) years Valid Driver’s Licence; Experience of driving in the highlands AND Defensive driving certificate. Must also be registered with a recognized EIA Professionals, and or a recognized Project Management Institution.
