POSITION TITLE: HEAD_CORPORATE SERVICES
REPORTS TO: PRINCIPAL OFFICER/CHIEF EXECUTIVE OFFICER

The Public Officers’ Defined Contribution Pension Fund (PODCPF) invites applications from suitably qualified and experienced candidates for the position of Head, Corporate Services.

This senior leadership role is responsible for providing strategic, operational, and administrative oversight across corporate functions including Finance, Human Capital, Procurement and Information & Communication Technology (ICT).

This role is central in strengthening institutional capacity, enhancing governance, ensuring operational excellence and driving organisational performance. The successful candidate will contribute meaningfully to the Fund’s long-term sustainability, ensuring robust systems that support the Fund’s mandate of safeguarding and growing Members’ retirement savings.

Key Duties and Responsibilities

  1. Strategic Leadership and Long-term operational planning
    • Lead the formulation and execution of corporate strategies, policies, and programs that support the fund’s vision, mission and strategic goals.
    • Provide advisory support to the Principal Officer, Executive Management and the Board of Trustees on all matters relating to corporate services.
    • Champion a results-driven, ethical and high-performance culture across the Secretariat, promoting staff motivation, accountability and continuous improvement.
  2. Financial Management and Reporting
    • Oversee all financial operations including budgeting and financial reporting.
    • Strengthen financial controls and ensure compliance with relevant accounting standards, regulatory requirements and internal policies.
    • Oversee payroll administration to ensure accuracy, timely remittance and compliance with tax obligations.
  3. Human Capital & Administration Management
    • Oversee Human Resource functions, including recruitment, talent development, performance management, employee relations, and succession planning.
    • Develop and implement Human Resource policies that strengthen professionalism, efficiency and compliance with employment legislation.
    • Manage office administration, records management, fleet, security, and general facilities maintenance.
    • Drive initiatives that enhance resource utilisation, cost effectiveness and operational efficiency.
  4. Procurement Management
    • Lead the development, communication and implementation of procurement policies, procedures and processes.
    • Organise and execute procurement function in accordance with good business practices and applicable regulatory requirements
    • Oversee transparent, efficient, and timely procurement processes across all Divisions.
  5. Information and Communications Technology (ICT)
    • Provide strategic leadership over ICT operations, ensuring systems are efficient, secure, and support the automation of fund operations and seamless user access.
    • Oversee business continuity planning and enterprise-wide administrative risk management.
    • Guide the development of ICT solutions that support divisional needs and protect the integrity of data and digital infrastructure.

Qualifications

Essential: Master’s degree in Business Administration/ Public Administration/ Finance/ Organizational Leadership or related fields
Added Advantage: Professional certification in HR, Governance, ICT, Procurement, Finance or related disciplines

Experience

• Minimum seven (7) years’ work experience, at least five (5) of which are at managerial level
• Experience managing multidisciplinary teams (e.g. HR, ICT, Finance) and driving organisational performance
