Applications are invited from suitably qualified local candidates for the following positions, tenable at the National Assembly.

Job Title: Hansard Editor

Grade: G
Responsible To: Senior Hansard Editor
Number of Posts: 2 (Two)

Job Summary

Under the general supervision of the Senior Hansard Editor, the incumbent is responsible for the editing of debates of the National Assembly and committees’ proceedings.

Main Duties

1. Editing and Translation of Parliamentary Proceedings

  • Edits scripts of debates of the plenary and committees to ensure final production is factual and free of typographical and grammatical errors.
  • Maintains adherence to parliamentary procedures and House Style of transcripts from junior staff and amends as necessary.
  • Responsible for factual correctness in speeches and translations.
  • Ensures non-literal translations.
  • Edits and verifies segments in line with Hansard editing and House Style.
  • Translates edited scripts into either Sesotho or English.

2. Coordination of Hansard Production

  • Monitors audio recordings of parliamentary committees.
  • Coordinates work of staff involved in recording and transcribing.
  • Monitors and coordinates production of committee proceedings.
  • Designs and prepares Hansard content for Parliamentary Committees.
  • Produces hard copies of committee proceedings.
  • Organizes Hansard content for orderly storage and retrieval.
  • Obtains speeches and written materials from Ministers and Members of Parliament to assist in daily Hansard production.
  • Ensures availability and distribution of documents required by transcribers, including Bills, Amendments, Reports, and Members’ notes.

3. Research

  • Undertakes research using parliamentary library resources, internet, intranet, and other sources to ensure report accuracy and consistency.
  • Researches Bills, regulations, subordinate laws, and amendments to ensure accurate referencing.
  • Ensures accuracy of figures and consistency between Official Reports, votes, and Minutes of proceedings.
  • Assesses and incorporates changes proposed by Honourable Members on Hansard.

4. Performance Management

  • Agrees on individual and team performance objectives with subordinate staff.
  • Reviews progress of subordinate staff on a regular basis.
  • Provides training and coaching to subordinate staff.
  • Supervises staff to ensure timely service delivery.
  • Ensures timely filing of performance appraisal forms.

Knowledge and Skills

  • Superior editing skills, excellent grammar, reading comprehension, and attention to detail.
  • Thorough knowledge of parliamentary practice, procedures, and Standing Orders.
  • Strong supervisory and management skills.
  • Ability to work under pressure and meet strict turnaround times.
  • Knowledge of current socio-political affairs locally and internationally.

Job Specification

  • Master’s Degree in Humanities, Social Sciences, or Media and Communications, preferably with a language background;
    OR
  • Bachelor’s Degree in Humanities, Social Sciences, or Media and Communications with a language background and a minimum of two (2) years’ relevant professional experience.

Other Necessary Skills and Competencies

  • Good knowledge of parliamentary rules, procedures, and committee business.
  • Proficiency in transcribing and editing.
  • Knowledge of parliamentary document formatting.
  • Excellent listening, communication, and interpersonal skills.
  • Ability to work as part of a team.
  • Ability to make objective decisions and resolve problems responsibly.
  • Competence in Word, Publisher, Excel, Internet research, and email communication.
