Key responsibilities:
- Lead the implementation of the Campus Master Plan across all CSIR sites;
- Align the CMP projects with the CSIR’s Research, Development and Innovation (RD&I) strategy;
- Develop bankable business plans for various projects in the CMPbased on the adopted phasing;
- Secure investment in collaboration with the leaserhip, for the CSIR campus master planprojects;
- Ensure that key stakeholders such as CSIR staff, Department of Science and Technology (DST), National Treasurey (NT), Public and Private sector partner (DST) in the National System of Innovation (NSI) are engaged;
- Timely communication to the CSIR leadership including Board;
- Ensure that service providers to the project deliver according to their contractual obligations;
- Manage internal and external resources in the CMP project.
Qualifications, skills and experience:
- A Bachelors in engineering or related field with at least five years’ relevant technical and managerial experience in built environment;
- Building sciences, rrchitecture or civil engineering qualification will be advantageous;
- Project Management certification is a requirement;
- Competencies in the following is essential:
- Knowledge in developing business cases
- Contract negotiations skills
- Financial management including project finance skills
- SHEQ management skills
- Real Estate management skills
- Solid Project Management methodology experience with a system development life cycle skills
- PFMA and related legislation in the public sector.
- Familiar with all the Act’s and codes governing the professional consulting industry
- Familiar with types of contract utilized in the Built Environment, (e.g. NEC, JBCC)
- Familiar with Occupational Health and Safety Act and its Construction regulations
- Excellent people management skills, remain diplomatic and be calm in a crisis
- Stakeholder engagement skills
- Change management skills
- Contract negotiation skills
- Understanding of public sector compliance requirements and relevant legislation
- Strong Project Management skills
- Ability to develop a business plan
- Project Finance skills
