CLEAR Global is looking to further develop its fundraising expertise to drive the organization toward greater financial sustainability to better achieve our mission to support speakers of marginalized languages.

CLEAR Global is at a pivotal moment in its history and is looking for someone who is proactive, hands-on, enthusiastic, and ambitious. As the Grants and Compliance Officer, you will be responsible for redesigning CLEAR Global’s grant management system and bringing systematic compliance processes into the program cycle; and owning the whole process. You’ll have a sound ability to identify an issue and find unbureaucratic, streamlined ways to address it.  You believe technology can work to really help people in need and you thrive in dynamic, innovative, fast-moving environments. You will support writing and submitting funding applications, build relationships with funders, and work closely with funders and CLEAR Global’s leadership. 

Responsibilities

This position reports to the Strategic Partnerships Director and works closely with the Head of International Programs, Country Directors, and Project Managers across the organization.  The Grants Management and Compliance Officer is primarily responsible for compliance and management of restricted grants and contracts awarded to CLEAR Global.

The roles and responsibilities of the Grants Management and Compliance Officer are organized around the three major pillars listed below.

Donor Compliance

You are responsible for guaranteeing CLEAR Global compliance with donor rules and regulations including through increasing internal understanding of donors and grant regulations in your portfolio and supporting donor compliance. 

For this, your role includes: 

  • Gathering, monitoring and communicating on donor rules and regulations (from donors’ website, NGO networks, emails and meetings) including during grant proposal kick-off meetings (narrative and financial)
  • Creating training and information content to provide guidance on donor rules and regulations to all relevant CLEAR Global stakeholders including field offices; organizing project cycle management  training sessions and updating internal platforms.
  • Registration of CLEAR Global on donor’s platforms.
  • Ensuring donor rules are manageable for the CLEAR Global network by defining acceptable standards (as per donors’ requirements) in coordination with the finance team; assess non-compliance risks and advising on risk mitigation.
  • Liaising with donors to solve compliance issues with adequate problem-solving skills and adequate corrective actions in accordance with donor expectations.

Grants Management

You are responsible for monitoring grants in your portfolio. This implies being the bridge between donors and implementing field offices to maintain a healthy relationship and highlight the quality of the results achieved by CLEAR Global projects teams

You are responsible for:

  • Ensuring that proposals meet the requirements of the relevant donor and offer advice on the proposal based on knowledge and past experience with the donor.
  • Taking the lead on grant awards/contract signature by coordinating the internal review and approval process; disseminating contracts to the relevant field and HQ teams; compiling comments; organizing kick off meetings with project teams; preparing the intra-company MOUs/Agreements the CLEAR Tech, as needed.
  • Creating and maintaining grant files and the grant management system; preparing and sharing contract sheets; disseminating grant documents; entering data in internal databases and other specific tools, verifying the donor codes in CLEAR Global’s CRM.
  • Monitoring the grant award including liaising with implementing teams for grant award amendments and modifications (including but not limited to no-cost and cost extensions, reallocation of funds).
  • Overseeing the reporting process by reviewing narrative and financial reports; Ensuring budget narratives conform to budgets; updating the reporting tracker; submitting reports to donors and to donor’s platforms in a timely manner; communicating with the implementing team on deadlines; Monitor proper application of overhead rates.
  • Contributing to the grants closeout process by sharing information on internal and external closeout processes for the grants; updating information in the grant management system and following other closeout guidelines and processes as required.
  • Contributing to audits by updating grant files and providing feedback to audit questions and requests; ensure files are complete and compliant.

Institutional Relationships and Collaboration

  • Building and maintaining a relationship based on trust and transparency with CLEAR Global’s donors.
  • Developing a strong expertise on CLEAR Global’s donors.
  • Familiarizing yourself with CLEAR Global’s Mission, Vision and objectives.
  • Sharing your experience of grant management and compliance to contribute to CLEAR Global’s Operations Strategy, Institutional funding workshops and the organizational funding strategy.
  • Develop a functional and close work relationship with the CLEAR Global’s internal team, particularly finance and international programs
  • Develop a relationship with CLEAR Global’s partners and negotiation of award conditions
  • Participate in formal and informal networks.
  • Other duties as assigned

Qualifications

CLEAR Global seeks a considered, detailed-oriented and team-player candidate with exceptional communication skills and demonstrated prior knowledge and experience implementing and/or managing donor funded projects such as the European Union, European Commission Humanitarian Organization (ECHO), the UK Department for International Development (DfID), GIZ, US Agency for International Development (USAID), the Bureau of Populations, Refugees and Migration Office (PRM),  and/or the Bureau for Humanitarian Affairs (BHA). You will need to have demonstrable expertise in delivering a growth funding strategy and a thorough knowledge of the international development sector and fundraising within this context.

  • Bachelor’s Degree in international development/policy/relations, or a related technical field with 2-5 years of relevant experience or 5+ years of professional experience in management of institutional grant management.
  • Strong working knowledge of international development funding mechanisms, rules and regulations

  • Excellent organizational and analytical skills with high attention to detail

  • Good interpersonal and cross-cultural skills
  • Strong written and oral communication skills, including presentation skills, in English
  • Training and internal knowledge building skills
  • Understanding of the humanitarian and international development context preferred
  • Familiarity with fundraising strategies.
  • Resourceful, creative and able to take initiative.
  • Strong computer skills, including spreadsheets and data management.
  • Demonstrated interest in language, and commitment to CLEAR Global’s values.

Desired

  • International experience.
  • Experience with developing grant management systems
  • Knowledge of French, Spanish, Arabic, Bangla, Hausa, or Swahili
  • Successful leadership on developing large grant applications
  • Experience using CRM and communications tools, such as Hubspot, Salesforce, WordPress, MailChimp, design programs, and cloud software.
