CWS proposes to implement a three year job training and livelihood program for 1,460 refugees, asylum seekers and vulnerable South African citizens facing systemic obstacles to employment and integration. The overarching goal for this program is to increase self-reliance and resilience in each noted group, and to build cohesion within communities where there are emerging tensions with contributing factors being a lack of employment and productive work.  CWS will meet its objectives through the following key activities;  Case management, Self-Reliance Workshops, Language Training, Small Business Entrepreneurism Support: –  Integration of refugees and asylum seekers within the employment sector by Liaise for Employer Partners and Networking Activities for Employers and Small Business Entrepreneurs, Establishment and Management of Employment Help Desks: Outreach and Advocacy.

Based in Pretoria, South Africa – Church World Service seeks to appoint a

GRANT ACCOUNTANT

This position is responsible for maintaining financial, accounting and grant support services in order to meet the needs of the CWS Africa and our donor. This position is responsible for preparing financial statements, maintaining cash controls, providing financial reporting and analysis in support of the grant. This position is expected to accurately account for project costs, thoroughly analyze variances to budget and clearly communicate these results to management. The position works closely with the Country Representative, Project manager, project officers and other staff in the Administration and Operations Departments.

The Grant Accountant will be responsible for the following duties:
Coordinate finance planning and reporting meetings with program management.
Maintain financial and monitoring systems that comply with CWS Africa and Donors’ policies and regulations in order to provide appropriate levels of security and controls over grants resources and all financial operations.
In Coordination with Finance Coordinator, carry out sub grantee financial assessment, financial compliance training, and regular financial reviews
Advise Project Management and grants staff on expenditure status and trends on monthly basis
Review travel and activity advances for grants project staff
Follow-up unsettled travel and activity advances with staff to ensure they are timely reconciled
In coordination with Finance Coordinator, prepare and manage grant cash flow and expenditure projections in consultation with project manager to ensure smooth operation of the grant and timely implementation of activities.
Review all purchase requisitions before approval by Program management
Monitor completeness of procurement documentation and procedures
Review grant procurement purchase requisitions for compliance with CWS and donor regulations
Maintain and update asset register, asset disposal and inventory control sheets to safe guard grant assets.
Advise Program Management on funds availability prior to authorization of procurement and payment requests
Mentor and coach staff on grant financial policies, procedures and grants financial management in general
The Grant Accountant must meet the following criteria:
Bachelor of Commerce, Accounting, Finance or other Business Degree
Computer Literacy and CPA qualification.
5 years of paid work experience is required.
2 years directly related specialized experience performing the essential duties in finance is required.
Experience in the Non-Governmental sector preferred.
Knowledge of Excel spreadsheets and Sage 300 or similar accounting software required.
Knowledge of fund and accrual accounting principles is required.
Knowledge of grant management
Ability to maintain the confidentiality and integrity of accounts and budget information
A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. A clear MIE background check is required before the start of employment. Must be legally eligible to work full time in South Africa.
