Description

Support for the Reform and Strengthening of Governance in Lesotho Programme,  Reference number: INTPA/MSU/2021/EA-RP/0049

Scope of work: Technical assistance services (supply of long-term and short-term expertise) to the Government of Lesotho in the following fields: governance and performance of justice and public service sector institutions, justice service access, accountability, transparency, integrity and credibility of justice and governance institutions.

Qualifications and skills

  • Master’s Degree in Law, Governance or related field
  • Proficiency in English
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills

General professional experience

  • Minimum 10 years of relevant post-graduate experience in the field of governance and accountability of public institutions
  • A minimum of 3 years working experience in international development context

Specific professional experience

  • Practical experience of at least 5 years with anti-corruption processes and/or civilian oversight systems acquired as senior staff member of such bodies, for instance Parliament, Ombudsperson, Anti-corruption body, Auditor General
  • Minimum 3 years in providing capacity building services to oversight bodies in developing countries
  • Proven experience in the training and ToT design, development and delivery
  • Proven experience with legal drafting
  • Experience in EC aid delivery methods and implementation of EDF projects/programmes would be considered as an advantage
  • Experience with formal and informal justice systems would be considered an advantage
  • Experience in a Sub-Saharan context would be considered an advantage
