TENDER DESCRIPTION
The Africa InCORE – Integrated Corridors for Economic Growth in Africa (Support to PIDA) programme strengthens the AU’s efforts to plan and implement integrated, climate-resilient, and trade-enhancing infrastructure corridors under the continental Programme for Infrastructure Development in Africa (PIDA).
Implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), Africa InCORE supports the African Union Commission (AUC), AUDA-NEPAD, and selected Corridor Management Institutions, such as the Central Corridor Transit Transport Facilitation Agency (CCTTFA), to:
- Improve early-stage project preparation through the Service Delivery Mechanism (SDM).
- Develop continental frameworks.
- Advance priority cross-border infrastructure projects.
- Promote regional integration.
- Increase private-sector participation.
- Promote gender equality and inclusive economic growth.
TASKS TO BE PERFORMED BY THE CONTRACTOR
The contractor will be responsible for providing the following services:
Data Audit and Correction
- Conduct a full data audit of the existing shapefile repository, consisting of more than 1,000 files, across the AU’s 38 recognised transport and infrastructure corridors.
- Correct incomplete or flawed data, including geometric invalidities, inconsistent attributes, and coordinate reference system (CRS) issues.
- Reconcile and harmonise the “Transport Corridors Simplified” master file against the raw source shapefiles provided by GIZ.
- Resolve discrepancies and document data lineage.
- Reconciliation must include snapping overlapping geometries, removing duplicate features, and standardising attribute fields.
- Maintain a Data Processing Log detailing all corrections and modifications made to the GIZ-provided baseline files.
Data Gap Identification and Integration
The contractor must independently identify, source, and integrate data to fill critical gaps not covered by the GIZ-provided baseline, specifically:
- Active and prospective, where information is available, industrial and commercial mining and extractive-site locations along or near each corridor.
- Major commercial maritime ports, dry ports, and central logistics hub infrastructure.
- Corridor buffer zones. The contractor must propose a standardised buffer distance, such as 50 km, 100 km, or 200 km.
For every gap-filled layer, the contractor must clearly document:
- Data source.
- Publication year.
- Retrieval method and date.
- Confidence/quality level.
- Applicable licence, where relevant.
- Processing undertaken.
This documentation must enable GIZ to distinguish between GIZ-provided data and contractor-sourced content.
GIS Geodatabase Development
- Build a clean, structured, high-fidelity GIS geodatabase with standardised naming conventions, attribute schemas, and metadata.
- Incorporate baseline data for all 38 corridors and highly detailed infrastructure layers for the 15 priority corridors.
- Develop a draft Data Dictionary, including naming conventions, attribute schemas, and metadata standards, as GIZ does not currently have predefined standards for this dataset.
- Apply the agreed standards consistently across all corridors.
Cartographic Production
- Produce one (1) baseline continental map showing all 38 corridors.
- Produce fifteen (15) highly detailed, poster-quality cartographic maps for the priority corridors.
- Maps must be print-ready at a minimum of 300 DPI.
- Use a standardised legend and template suitable for high-level AU and donor presentations.
- Where certain corridors require more advanced mapping or additional detail, produce updated maps as required.
Methodology and Documentation
- Develop a replicable methodology workflow.
- Provide a data audit checklist.
- Provide schema templates.
- Provide symbology/style files.
- Develop a data sourcing protocol.
- Ensure the final methodology supports consistency and future maintainability by GIZ partners.
- Report regularly to GIZ.
WORK PACKAGE 2: CAPACITY BUILDING & TRAINING
The contractor will design and deliver two (2) hands-on GIS capacity-building training programmes for up to 12 project partners/staff.
The training events will be conducted annually over five (5) days and will focus on developing independent spatial mapping and analysis skills using open-source tools, particularly QGIS.
The contractor will be responsible for:
- Developing the training curriculum.
- Providing training materials.
- Conducting the training sessions.
The curriculum must follow a structured progression:
Year 1: Introduction to GIS
- Introduction to spatial data.
- GIS software basics.
- Data manipulation.
- Data visualisation.
Year 2: Spatial Data Management and Analysis
- Spatial data management.
- Spatial data analysis.
