NOTICE TO ISSUE GENERATION LICENCE FOR A 20MW SOLAR PHOTOVOLTAIC PLANT BY NEO 1 SPV (PTY) LTD AT HA RAMATHOLE

Notice

Pursuant to Section 52 of the Lesotho Authority Act of 2002, as amended, Lesotho Electricity and Water Authority (LEWA) hereby issues a notice that it intends to consider a generation licence application filed by Neo 1 SPV (PTY) Ltd for a 20MW solar photovoltaic (PV) plant at Ha Ramarothole in Mafeteng district. The applicant is seeking to be licenced for a period of 30 years from the date of issue to build and operate the plant. 

The issuance of the licence is driven mainly as part of implementing Government’s Energy Policy 2015-2025 initiatives of increasing electricity access, diversifying sources, promoting renewable energy and attracting private sector participation in the energy sector. A determination and issuance will only be made after due consideration of all representations made in respect of the application as required by the Lesotho Electricity Authority Act No. 12, of 2002, as amended.

Background

Neo 1 is a Company incorporated in Lesotho that intends to build and operate a generation facility at Ha Ramarothole village in Mafeteng district. The Company intends to build and operate a 20MW solar photovoltaic (PV) power plant. The scheduled commissioning date is August, 2021. The maximum estimated energy output of the plant per month will be 5, 678.8 MWh and the minimum estimated energy output per month is 3, 167.6 MWh.

Connection

The solar PV facility will interconnect with the main grid at the existing LEC 33kV substation at Ha Ramarothole through approximately 1.2 km of 33kV overhead conductors. A new 33kV circuit breaker will be installed to interconnect the plant at the substation.

Tariffs 

The proposed generation tariff is 0.83 M/kWh

The public and all interested stakeholders are accordingly requested to submit written representations to LEWA on or before 12 April, 2021.
