1. Background

The Government of Lesotho, through the Ministry of Energy, has received financing from the World Bank for the Lesotho Renewable Energy and Energy Access Project (LREEAP). Part of the proceeds will finance the recruitment of a Gender Specialist (Individual Consultant).


2. Scope of Assignment

The consultant will provide technical leadership for the implementation of the LREEAP Gender Action Plan (GAP), support preparation and implementation of the ACSET GAP, and ensure measurable progress in closing gender gaps in energy access, women’s employment, entrepreneurship, productive use of energy, and gender-responsive community engagement.


3. Qualifications and Experience Required

Applicants must demonstrate the following:

Education:
• Master’s degree in Gender Studies, Social Development, Sociology, Gender and Development Studies, Social Work, or related social sciences.

Professional Experience:
• Minimum of 5 years in public sector, NGOs, or donor-funded projects.
• At least 3 years leading gender-equality interventions in energy, infrastructure, or comparable fields in Lesotho/Southern Africa.

Technical Skills:
• Proven ability in gender assessments, entrepreneurship barrier studies, women employment strategies, gender-sensitive HR policy development.
• Experience designing and leading consumer awareness campaigns, gender-responsive training, and participatory approaches.
• Strong skills in sex-disaggregated data collection, evaluation, and donor reporting.

Additional Requirements:
• Fluency in English (spoken and written) and proficiency in a local language.
• Prior work in Lesotho or similar socioeconomic contexts.
• Submission of at least two technical reference documents from previous assignments.


4. Deliverables

Key outputs include:
• Updated Gender Action Plan
• Capacity-building and stakeholder action plans
• Quarterly GAP implementation reports
• Institutional gender audit
• Entrepreneurship barriers report
• Consumer awareness campaign materials
• A gender dashboard and monitoring outputs


5. Duration & Reporting

• Contract duration: 12 months (renewable based on performance and project needs)
• The consultant reports to the LREEAP Project Coordinator and collaborates with PIU, Department of Energy, Lesotho Electricity Company, and World Bank teams.
