BACKGROUND The Seinoli Legal Centre (SLC) is a not-for-profit public interest law Centre based in Maseru Lesotho. The SLC leverages the Rule of Law as a tool for protecting, restoring, and enhancing the sustainable livelihoods of communities affected by large development projects. Our comprehensive and unique approach combines strategic litigation, advocacy, and capacity building of both our local client communities and the local legal system.

The SLC is looking for a Gender Expert to carry out a thorough Gender Impact Assessment of the Lesotho Highlands Development Authority (LHDA) Legal and Compensation framework on women and to establish whether the framework and its policies are gender responsive. The expert will specifically;

  1. Review and assess the Lesotho Highlands Development Authority Legal and Compensation Framework and its policies;
  2. Conduct a survey on the application of the Legal and Compensation Framework on host communities of the LHWP Phase I Katse and Phase II Polihali dam project in the district of Thaba-Tseka and Mokhotlong respectively, to determine;
  3. The impact of its application on the communities, specifically on the women;
  4. The extent to which cultural stereotypes and social norms have influenced the application, particularly in the roll out of compensation.

METHODOLOGY

  1. Conduct a desk review of LHDA’s Legal framework and its Policies.
    1. Develop tools and guidelines required for the review process of policies, including action plan of the activities to be undertaken during the consultancy period.
    1. Conduct a community survey within the Mokhotlong Polihali dam project area.
    1. Develop tools, methodology and guidelines to collect data necessary in conducting the GIA.
    1. Set out clear timeframes indicating when to start and finish the GIA process.

KEY DELIVERABLES

a) A comprehensive Gender Impact Assessment Report showing accurate evidence of impact, statistics and recommendations in both pdf and word format.

• Detailed Company profile or CV in the case of an individual.

• The individual or consultancy should have experience in working with non -governmental organizations.

• Proven consultancy experience within the field of Organizational capacity of at least 5 years.

• Minimum qualification – LLM, Master of Arts in Development Studies or related fields.
