Project Overview:
The Reducing the Burden of HIV/AIDS and Health Systems Strengthening requirement will support MCC to conduct formative research and landscape analyses, collect and analyze data related to health system performance and capacities, develop appropriate responses and make recommendations on compact design, and conduct due diligence of proposed HSS interventions. Activities will be carried out in Lesotho and internally within MCC.
Roles and Responsibilities:
The GBV Legal and Policy Specialist will contribute to activities remotely and within Lesotho to assess current GBV services and capacities within the MOH and other ministries, including the legislative, regulatory and policy environment, and develop potential activity recommendations and associated costs to strengthen comprehensive physical, health and psychosocial responsive services for victims of GBV.
The GBV Legal and Policy Specialist will be responsible for the following:
  • Contributing to formative research (desk review, research plan, instruments and tools), assessment activities, and analysis across tasks above, both remotely and during assessment mission(s) in Lesotho, including contributing to the development of necessary qualitative and quantitative tools/instruments.
  • Leading the assessment of the legislative, policy and regulatory environment in Lesotho related to GBV, identifying opportunities and challenges related to enacted/proposed legislation, as well as assessing the content and status of the Domestic Violence bill and detailing/recommending needed next steps for operationalization/implementation including training, outreach and regulation required.
  • Contributing to recommendations around needed policy and legislative actions related to GBV.
  • Maintaining close communication with URC headquarters on task progress and challenges.
Required Qualifications:
  • Law degree.
  • At least 5 years working on GBV issues.
  • Strong existing knowledge of the GBV legal and policy context in Lesotho and related regional and international instruments and frameworks
  • Strongly demonstrated understanding of the legislative process, how laws are translated into implementation at national and local levels, including policies, regulations, and outreach.
  • Experience working on issues related to traditional authorities, customary law and custom in Lesotho.
  • Proficiency in English. Knowledge of Sesotho (written and spoken) highly desirable.
