Position Description

EnCompass LLC is seeking a GBV Policy Specialist to support the Lesotho Karabo ea Bophelo project, a five-year, USAID-funded award seeking to complement the Government of Lesotho’s endeavors to expand access to and uptake of multi-sectoral interventions to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children as well as adolescent girls and young women. This position will support key ministries and partners to mainstream and build capacity at a policy level for GBV prevention and response, strengthen and operationalize the referral system, and lead coordination of multi-sectoral platforms to address GBV.

The position is based in Maseru, Lesotho at the Karabo ea Bophelo project office.

Position Duties and Responsibilities

Essential functions:

  • Support key ministries and partners to mainstream, build capacity, and strengthen policy-level multisectoral GBV prevention and response
  • Support strengthening of case management system for GBV and HIV
  • Lead mapping and strengthening of multi-sectoral referral system for survivors of GBV
  • Work with HIV technical working group to implement and monitor of GBV prevention and post-violence care plan
  • Build capacity and use of GBV register at health facilities and monitor GBV data
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • At a minimum, a Bachelor’s degree in social sciences or related field

Experience and Skills

  • Minimum of 5-7 years of experience providing technical assistance on GBV or gender-related programs
  • Demonstrated knowledge of implementation of multi-sectoral GBV response
  • Ability to coordinate effectively with a range of stakeholders to ensure survivors have access to multisectoral services
  • Understanding of case management principles and ability to apply principles to GBV and HIV programming
  • Ability to analyze context, trends, and vulnerabilities related to GBV
  • Understands critical issues around collection and management of GBV data
  • Strong planning, organization, and strategic thinking skills
  • Demonstrated interpersonal skills
  • Experience working with multiple ministries and government agencies, including the Ministry of Gender, Youth, Sports, and Recreation and the Department of Gender
  • Ability to mobilize coalitions/task forces/committees to identify, prioritize, and operationalize a shared agenda
  • Ability to adapt to challenging working environments
  • Experience in training curriculum development and delivery
  • Demonstrated experience in conflict mediation
  • Excellent oral and written English skills
