Background
The Barnahus Network promotes and supports the implementation and sustainability of Barnahus across Europe to ensure a coordinated multidisciplinary response to child abuse and violence.
The Network engages with national authorities, practitioners, international organisations, and civil society actors to strengthen systems that uphold children’s rights to protection, recovery, and justice.
To support the long-term sustainability and growth of its activities, the Barnahus Network seeks to develop a comprehensive fundraising and resource mobilisation strategy. This strategy will:
• Identify diversified funding opportunities
• Strengthen donor engagement
• Support organisational capacity to secure sustainable financing

Purpose of the Consultancy
The purpose of this consultancy is to design a practical and implementable fundraising strategy tailored to the Barnahus Network’s mandate, positioning, and operational context in Europe and internationally.
The strategy will serve as a dynamic internal action plan, outlining specific steps, timelines, and resource needs while remaining adaptable to the evolving fundraising landscape.
The strategy should span 24–36 months.
Objectives
The consultant will:
• Analyse the Barnahus Network’s current funding landscape, strengths, and gaps
• Map potential donors and funding mechanisms across Europe, internationally, nationally, and in the private sector
• Develop a multi‑year fundraising and resource mobilisation strategy
• Provide practical tools, templates, and recommendations to support implementation
Scope of Work
The consultant will complete the following tasks within the available timeframe:
Desk Review and Organisational Analysis
• Review strategic plans, financial information, project portfolios, and fundraising materials
• Analyse organisational positioning, comparative advantage, and value proposition
Focused Stakeholder Consultations
• Conduct targeted consultations with key staff and leadership to understand priorities, capacities, and opportunities
Funding Landscape Scan and Donor Mapping
Identify priority funding sources, including:
• European Union programmes
• Government and bilateral donors
• Foundations and philanthropic organisations
• Corporate sector opportunities
• Strategic partnerships and consortia prospects
• Any other relevant sources
Provide a prioritised donor mapping aligned with the Network’s strengths and strategic direction.
Strategy Development
Produce a concise but comprehensive fundraising strategy including:
• Mission and vision statements
• Fundraising‑oriented theory of change
• Ethical fundraising criteria
• Strategic positioning and value proposition
• Alignment with organisational strategies and annual plans
• Fundraising goals
• Target audiences and priority donor segments
• Donor engagement approaches and messaging
• Partnership development opportunities
• Key risks and mitigation measures
• Monitoring and evaluation plans
• Sustainability considerations (diversification, multi‑year commitments, reserve‑building)
• Investment case (evidence of impact)
• Implementation roadmap (12–36 months)
Practical Recommendations and Tools
• Provide guidance, sample letters, pitches, donor tracking templates, ethical evaluation tools, concept note structure, and partnership outreach examples
• Recommend internal processes and capacity‑building priorities proportionate to organisational size
Validation and Finalisation
• Present draft findings to the Secretariat and Steering Group
• Integrate feedback and produce final deliverables
Deliverables
The consultant will produce:
• Inception note (methodology, timeline, information needs)
• Funding landscape summary
• Priority donor mapping
• Draft fundraising strategy
• Final fundraising strategy, including a detailed 12–36‑month implementation plan
• Practical guidance document with recommendations for internal processes
• Presentation of findings and recommendations
All deliverables must be in English, practical, concise, and implementation‑oriented.
Methodology
The consultant should propose an appropriate, participatory, and practical methodology tailored to the organisation.
Use of AI tools or large language models is permitted only as a complement to professional expertise. All deliverables must be human‑led, quality‑checked, and validated. No deliverables may rely on unverified AI-generated content.
Duration and Timeline
• Consultancy begins: April 2026
• Final deliverables due: 10 September 2026
A detailed timeline will be agreed upon during the inception phase.
Reporting and Coordination
The consultant will report to the Barnahus Network Grant Manager.
Regular coordination meetings will be held with the Secretary General and Deputy Secretary General.
Required Qualifications and Experience
The consultant (individual or team) must demonstrate:
• Proven experience developing fundraising or resource mobilisation strategies for non-profits, networks, or international organisations
• Strong knowledge of European and international funding mechanisms (including EU programmes)
• Experience in child protection, human rights, social services, or non-profit sectors (asset)
• Strong analytical and strategic planning skills
• Excellent written and oral English
• Commitment to adhering to the Barnahus Network Child Safeguarding Policy
Budget and Payment Schedule
Maximum budget: 15,000 EUR
The financial proposal must include:
• Daily or total consultancy fee
• Estimated number of working days
• Any additional costs (if applicable)
Payments will be linked to deliverables and milestones.
Selection will consider value for money and cost effectiveness.
