JOB SUMMARY
Under the general supervision of the Deputy Director, the incumbent is responsible for supervision and co-ordination of staff in the Plans and Programmes division. The incumbent is also responsible for the direction and effectiveness of the Plans and Programmes Division.

MAIN DUTIES

  1. CO-ORDINATE IMPLEMENTATION PROCEDURES, MONITOR AND EVALUATE GOVERNMENT AND DONOR FUNDED PROJECTS
    1.1 Convenes meetings with the government and donor agencies to address operational issues.
    1.2 Facilitates the Monitoring and Evaluation exercise of food security/ aided projects/programmes.
    1.3 Ensures effective liaison with relevant local representatives of donor agencies and Ministries regarding food security/aided projects/programmes.
    1.4 Prepares, compiles and submits proposals to relevant Ministries/Organizations with regard to food security/aided projects/programmes.
    1.5 Draws Memorandum of Understanding (MOU) between the department and relevant stakeholders.
    1.6 Prepares and Compiles the annual workplan of the department.
  1. COMPILE INTERNAL, TRANSPORTATION, STORAGE AND HANDLING (ITSH) CLAIMS
    2.1 Prepare and compile allocation plans for food security/aided
    ojects/programmes.
    2.2 Compare and contrast documents (invoices and spreadsheet) to verify transporter’s claims.
    2.3 Compile and submit the report to WFP on the tonnage of distributed food commodities for reimbursement.
    2.4 Facilitates processes on the disposal of spoiled/infested food commodities.
  2. SUPERVISION OF STAFF
    3.1 Checks the work of subordinates periodically to evaluate their performance on stated objectives
    3.2 Appraises subordinates timorously to monitor progress
    3.3 Oversees development and utilization of Plans and Programme Division staff to ensure accomplishment of set objectives

3.4 Supervises subordinates on the compilation and submission of reports to relevant Ministries/Organizations on the distribution of food commodities.

JOB SPECIFICATION
Masters in Public Administration/Business Administration/ Development Studies/ Project Management/ Economics.

OR
Post Graduate in Public Administration/Business Administration/ Development Studies/ Project Management/ Economics plus two (2) years experience in related field.

OR
BA in Public Administration/Business Administration/ Development Studies/ Project Management/ Economics plus three (3) years experience in related field.
