ADVERTISEMENT FOR FLEET MANAGEMENT SERVICES CONTRACT
Maseru City Council (MCC) invites suitably qualified companies to submit tenders for a two-year contract to provide comprehensive Fleet Management Services. This contract will cover the management of the Council’s fleet and ensure optimal performance and cost-efficiency in line with the following specifications:
Key Requirements and Specifications:
o Real-time monitoring of vehicle locations for enhanced fleet visibility.
2. Route Optimization:
o Effective route planning to minimize fuel costs and travel time.
3. Maintenance Management:
o Scheduling and tracking vehicle maintenance to ensure fleet reliability and reduce downtime.
4. Fuel Management:
o Monitoring fuel consumption and expenses to optimize usage and manage costs effectively.
5. Driver Management:
o Tracking driver behaviour and performance to ensure safety, efficiency, and compliance with MCC’s standards.
6. Telematics:
o Collecting and analysing data on vehicle operations to improve fleet performance.
7. Compliance Monitoring:
o Ensuring that all vehicles comply with legal, safety, and environmental regulations.
8. Reporting and Analytics:
o Generating reports and providing data-driven insights for continuous fleet management improvements.
Eligibility Criteria:
• Locally registered Companies
• Companies must demonstrate relevant experience and expertise in fleet management, particularly in areas mentioned above.
• Must have a proven track record of working with government or large organizations.
• Bidders must attach a recent bank statement (3 months before the date of publication of the tender).
Mandatory Requirements:
• Original bid document and five copies.
• Tax Clearance Certificate.
• Traders License.
• A refundable bid security of M30, 000.00 in the form of a Bank Guarantee
• Proof of payment of municipal service fees.
Terms and Conditions:
• Acceptance of any tender will not necessarily be based on the lowest price.
• Bidders must adhere to specifications.
• Tender documents must be valid for a period of 90 days from the date of submission.
Sale and Availability of Tender Documents:
• Detailed tender documents will be available in the Procurement Unit, Office No. 308, from 5th November 2024 at Maseru City Council, Monday to Friday from 0800hrs to 1530hrs, at a non-refundable fee of M2000.00, payable at Maseru City Council Accounts Office.
Labelling of Bids: All bids must be delivered by hand in a plain sealed envelope addressed as follows:

Tender opening and deadline:
21st November 2024 on or before 10:30 AM.: Tenders will be opened in the presence of bidders or their representatives who choose to attend at 10:30 AM on the same day at the Maseru City Council 3rd Floor (Foyer near boardroom).
